The City of Atlanta Department of Enterprise Asset Management is conducting a multi-step sealed bid process for third-party property management services for City Plaza, a mixed-use development at 133 Trinity Avenue SW, with a prequalification phase deadline of June 26, 2026, followed by an Invitation for Bid. The prequalification phase filters vendors on minimum technical, managerial, financial, and compliance capabilities to manage the mixed-use facility.

The selected vendor will assume full responsibility for tenant relations, lease administration, financial reporting, maintenance coordination, and regulatory compliance. Deliverables include monthly operational and financial reports, quarterly performance reports, annual budgets, leasing and marketing plans, compliance reporting, and incident and safety reports as required.

The property is currently 86.6% occupied with 37 designated affordable units. Stabilized monthly income is $276,658 and average monthly operating expenses are $188,371. The contract term is five years with one optional five-year renewal period at the City's discretion. Compensation, including management fees, incentive fees, reimbursable expenses, and capital project management fees, will be negotiated separately and formalized in the Management Agreement.

The City will provide access to existing property information, systems, and records and maintains oversight through DEAM's Real Estate Portfolio Division. The selected manager must maintain occupancy aligned with market conditions, ensure high resident satisfaction, comply with affordability program requirements, and meet all reporting deadlines. A pre-solicitation conference will be noticed to provide additional details and address vendor questions.
