About this opportunity

San Bernardino County Department of Public Works—Special Districts is requesting bids for drilling and developing a new non-potable irrigation well at Prado Regional Park in Chino, California, with bids due October 8, 2026, at 2:30 PM and a mandatory pre-bid meeting on September 15, 2026, at 10:30 AM at the project site.

All contractors and subcontractors must be registered with the California Department of Industrial Relations prior to bid submission, comply with prevailing wage requirements under California Labor Code sections 1770 et seq., and maintain certified monthly payroll records. The project is subject to California Air Resources Board In-Use Off-Road Diesel-Fueled Fleet regulations and South Coast Air Quality Management District Rule 403 dust-control requirements.

The scope encompasses mobilization, site preparation, drilling a 42-inch conductor borehole to 52 feet and a 17.5-inch pilot borehole to 515 feet, installing Type 304L stainless steel casing and well screen, gravel packing, well development via swabbing, airlifting, and pumping, aquifer testing including step-drawdown and constant-rate tests, geophysical surveys, video inspection, construction of a temporary 1.9-million-gallon percolation pond for wastewater management, and drill-cuttings disposal. The well must be capable of 800 gallons per minute continuously at 110 feet total dynamic head. The contractor must provide all required permits including a County drilling permit and State of California Department of Industrial Safety excavation permit at its own expense. Contract completion is 120 calendar days from Notice to Proceed, with liquidated damages of $1,200 per calendar day for delay.

Bidders must possess a valid California Class A or C contractor's license and submit a bid bond or certified check equal to ten percent of the total base bid, along with performance and payment bonds each at 100 percent of contract value. Progress payments will not exceed 95 percent of contract value, with final payment 60 days after Notice of Completion. A one-year maintenance bond equal to ten percent of contract value is required. Insurance includes $3 million general and automobile liability per occurrence and $5 million completed operations for three years. Bids must remain valid for 60 days following opening. The County reserves the right to reject any or all bids.
