About this file
This is Addendum No. 2 to the bidding requirements and contract documents for the Prado Regional Park Drilling New Irrigation Well Project issued by the San Bernardino County Department of Public Works-Special Districts on October 5, 2026. The addendum clarifies contractor licensing requirements, staking obligations, percolation pond specifications, laboratory submission timelines, and well development procedures for the irrigation well drilling project. All well drilling and construction work must be performed by a contractor holding a valid California Class C-57 Water Well Drilling Contractor license, though a Class A General Engineering license may be used to sub a C-57 licensee. The addendum specifies that no surveyed staking by a licensed land surveyor is required for well-related construction activities. The percolation pond location will be determined by the County from two acceptable areas identified in Figure 1, with the pond meeting minimum surface area and volume requirements defined in Technical Specifications Section 33 21 13.01. The contract completion timeline remains 120 calendar days from Notice to Proceed, with bid due dates of October 8, 2026, at 2:30 PM and a mandatory pre-bid meeting on September 15, 2026, at 10:00 AM.
The addendum revises specific technical requirements including extending the sieve analysis submission deadline from 24 hours to 48 hours following borehole completion to accommodate laboratory scheduling, permitting temporary onsite storage of drill cuttings in properly defined containment areas rather than requiring roll-off bins, clarifying that filter-pack gradation will be determined during construction based on sieve analysis results rather than using a pre-approved supplier, and extending the timeline for commencing pumping development to no later than 7 calendar days following completion of surge block and airlift development. Each bidder must include a dated and signed copy of Addendum No. 2 with their sealed bid proposal. Bidders must account for all provisions of the addendum when preparing bid proposals and remain subject to all existing contract requirements including prevailing wage compliance, insurance requirements of $3 million general and automobile liability and $5 million completed operations, bid bonds equal to ten percent of total base bid, and performance and payment bonds each at 100 percent of contract value.

Prado Regional Park Drilling New Irrigation Well Addendum No. 1
SAN BERNARDINO COUNTY
DEPARTMENT OF PUBLIC WORKS
SPECIAL DISTRICTS
ADDENDUM NO. 2
TO THE BIDDING REQUIREMENTS, CONTRACT DOCUMENTS, GENERAL CONDITIONS,
SPECIAL CONDITIONS, AND TECHNICAL SPECIFICATIONS FOR THE
Prado Regional Park Drilling New Irrigation Well Project
PROJECT NO.: 30.30.0200
October 5, 2026
The Contract Bid Documents for the above-referenced project are hereby amended in the following manner and the following manner only:
I. All provisions of Addendum No. 2 are hereby incorporated into the Contract Documents, and Bidders shall account for all provisions pursuant to Addendum No. 2 in submitting their bid proposals. Each Bidder shall include a dated and signed copy of this Addendum with their sealed bid proposal.
1. ITEM NO. 2: Questions and Answers
Contractor Licensing Requirements (Question 10)
The bidder requested clarification regarding the contractor licensing requirements for performing the water-well drilling work described in the Bid Proposal.
Specifically, the bidder asked whether a contractor holding a California Class A General Engineering Contractor license may drill the well under this contract, or whether a Class C specialty license is required, and if so, whether any Class C license holder is eligible or if the work is limited to C-57 licensees.
Response:
The County clarifies that all well drilling and well construction work must be performed by a contractor holding a valid C-57 Water Well Drilling Contractor license. A Class A General Engineering license is not sufficient, and other Class C specialty licenses do not satisfy this requirement, however a class A General Engineering license may be used to sub a C-57 holding licensed contractor
Staking Requirements (Question 11)
The bidder requested clarification on the staking requirements described in
Special Conditions SC-11, including what portions of the work require staking by a licensed land surveyor and the extent of staking needed.
Response:
No surveyed staking is required for the well installation portion of this project. The contractor is not required to provide staking by a licensed land surveyor for any well-related construction activities.
Percolation Pond Location and Dimensions (Question 12)
The bidder asked whether the County will provide the percolation pond location, or whether the contractor is responsible for determining the location and staking its dimensions.
Response:
See Response No. 2 in Addendum No. 1. Figure 1 – Potential Percolation Pond Locations shown here in Addendum No.2 identifies the two areas available for constructing the temporary percolation pond(s). The engineer has clarified that the previously referenced blue trough area is not large enough for the required percolation capacity; the new irrigation well is expected to produce significantly more water than the existing agricultural well. Therefore, only the two larger areas shown in Figure 1 are acceptable for pond construction.
The final percolation pond location will be determined by the County. The pond does not need to be square in shape but must meet minimum surface area and volume requirements. These requirements are defined in Technical Specifications Section 33 21 13.01, Mobilization/Demobilization.
Sieve Analysis Submission Time (Question 13a)
The bidder requested that the 24-hour requirement for sieve analysis submission be revised to 48 hours due to laboratory scheduling limitations.
Response:
Technical Specifications Section 33 21 13.03-6, Paragraph 3.11(D), has been revised as follows:
Provide sieve analysis results within 48 hours of completion of the borehole.
Temporary Storage of Drill Cuttings (Question 13b)
The bidder asked whether temporary onsite storage of drill cuttings within a containment area or suitable container would be permitted, noting that roll-off bins are not always practical on unimproved surfaces.
Response:
Temporary onsite storage of drill cuttings will be allowed, provided the materials are placed in a properly defined containment area to prevent runoff or environmental impacts. The contractor is responsible for managing the storage area, preventing nuisance conditions, and arranging final removal and disposal after laboratory results and County direction are received.
Filter Pack Supplier and Gradation Clarification (Question 14)
The bidder inquired whether Tacna Sand & Gravel is an approved supplier for filter-pack materials and whether the County has established a preliminary filter-pack gradation or size range.
Response:
Tacna Sand & Gravel is not an approved supplier for filter-pack materials for this project. Filter-pack gradation and size will be determined based on drill-cutting samples and sieve analysis results evaluated during construction. The final gradation will be selected to meet project specifications and applicable standards for C-57 well construction.
Pumping Development Timeline (Question 15)
The bidder noted that surge and airlift development typically occurs while the drilling rig remains onsite, and that installation of the test pump generally occurs only after rig demobilization. The bidder requested extending the time allowed to begin pumping development from 48 hours to 7–10 days after completion of surge and airlift development.
Response:
Technical Specifications Section 33 21 13.09-3, Paragraph 3.04(C)(2), has been revised as follows:
Commence pumping development no later than 7 calendar days following completion of surge block and airlift development.
