The scope of work encompasses mobilization, site preparation, drilling a 42-inch conductor borehole to 52 feet and a 17.5-inch pilot borehole to 515 feet, installing Type 304L stainless steel casing and well screen, gravel packing, well development through swabbing and airlifting, aquifer testing including step-drawdown and constant-rate evaluations, geophysical surveys, video inspection, construction of a temporary 1.9-million-gallon percolation pond for wastewater management, and drill-cuttings disposal. A mandatory pre-bid meeting was held on September 15, 2026, at 10:30 AM at the project site, with bids due October 8, 2026, at 2:30 PM. The contract term is 120 calendar days from Notice to Proceed, with liquidated damages of $1,200 per calendar day assessed for delays.

Bidders were required to possess a valid California Class A or C contractor's license and submit bid bonds or certified checks equal to ten percent of the total base bid, along with performance and payment bonds each at 100 percent of contract value. All contractors and subcontractors must be registered with the California Department of Industrial Relations and comply with prevailing wage requirements under California Labor Code sections 1770 et seq., with a 1:5 apprentice-to-journeyman hour ratio applicable to apprenticeable crafts. Progress payments will not exceed 95 percent of contract value, with final payment due 60 days after Notice of Completion. A one-year maintenance bond equal to ten percent of contract value and insurance coverage of $3 million general and automobile liability per occurrence and $5 million completed operations for three years are required. The project is subject to California Air Resources Board In-Use Off-Road Diesel-Fueled Fleet regulations and South Coast Air Quality Management District Rule 403 dust-control requirements.
