About this file
This is a technical specifications document for the San Bernardino County Prado Regional Park Irrigation Well drilling project located at 16700 Euclid Ave, Chino, CA 91708 (Project No. 30.30.0200). The project involves drilling, constructing, developing, testing, and disinfecting a new water production well designed to replenish the park lake for recreational water use and irrigate park landscape. The well must be capable of producing 800 gallons per minute continuously at 110 feet total dynamic head. Work includes obtaining a San Bernardino County drilling permit, installing a 42-inch diameter conductor casing to at least 53 feet below ground surface, drilling a pilot borehole to estimated depths with geological sampling at 10-foot intervals, conducting geophysical surveys and isolated aquifer zone testing, reaming the borehole to 28 inches diameter from the conductor casing to 210 feet and then 24 inches to final depth, installing 18-5/8 inch outside diameter Type 304L stainless steel well casing with a 1/4-inch wall thickness, placing a filter pack and gravel seal, performing well development through swabbing and airlifting, conducting aquifer testing, installing a video inspection system, and final well disinfection and capping. The contractor is responsible for constructing a temporary 1.9-million-gallon percolation pond (210 feet by 210 feet at ground surface with 6-foot depth and 1:1 sloped sides) for wastewater discharge, mobilizing a reverse rotary drilling rig with solids control equipment, providing containment and offsite disposal of drill cuttings and drilling mud, and site restoration upon completion.
Payment is structured through lump sum and unit price bid items as detailed in the Schedule of Values. Mobilization, demobilization, erosion control, temporary facilities including the percolation pond, and site restoration are combined into a single lump sum item not to exceed 15 percent of the total bid amount. Unit price items include conductor casing and sanitary seal (linear foot), borehole drilling (linear foot), geophysical surveys (per suite), isolated aquifer zone testing (per zone), borehole reaming (linear foot), caliper, video camera, and plumbness surveys (per survey), well casings and gravel feed tube (linear foot), gravel pack and seals (linear foot), well development by brushing and swabbing (hourly rate), well development by pumping and surging (hourly rate), aquifer tests (hourly rate), and borehole abandonment if required (linear foot). Containment and offsite disposal of drill cuttings and drilling mud, and well disinfection and capping are separate lump sum items. Payment is based on actual work completed as verified by the Engineer, with unsuccessful or rejected tests and surveys not subject to payment. The contractor must maintain compliance with federal, state, and local disposal regulations and provide documentation including approved chain-of-custody forms and laboratory data. No partial payments will be made for stored materials unless shop drawings and preliminary operation data are acceptable to the Engineer.

If a hole does not meet the requirements set forth herein, or if the Contractor fails to drill a hole to the depth specified by the Engineer within the scope of the agreement, the hole will be declared abandoned. Any hole that cannot be corrected to the required tolerance for alignment will be declared abandoned. The Contractor, at their own expense, shall fill and plug the hole(s) according to the most restrictive city, county, state and/or federal regulations.
