About this file

This is Addendum No. 1 to the bidding requirements and contract documents for the Prado Regional Park Drilling New Irrigation Well Project issued by the San Bernardino County Department of Public Works Special Districts on October 1, 2026. The addendum clarifies key project requirements for drilling and developing a new non-potable irrigation well at Prado Regional Park in Chino, California. The project involves conductor casing installation to 50 feet with 1 foot of stick-up, pilot borehole drilling to 515 feet, installation of 304L stainless steel casing with 5/16-inch wall thickness, construction of a temporary percolation pond for wastewater management, and aquifer testing. The well must be capable of delivering 800 gallons per minute continuously at 110 feet total dynamic head. The addendum confirms that the mandatory pre-bid meeting occurred on September 15, 2026, with bids due October 8, 2026, at 2:30 PM. The contract completion period is 120 calendar days from Notice to Proceed, with liquidated damages set at $1,200 per calendar day for delays.

The addendum addresses nine categories of bidder questions and clarifications, including fire hydrant location and water source responsibility, percolation pond location and dimensions, development water discharge and turbidity requirements (maximum 500 NTUs acceptable), park operating hours and 24-hour work permission, final well design turnaround time (72 hours after laboratory results), well casing material and thickness specifications, conductor casing depth and bid item quantities, disinfection material requirements (calcium hypochlorite tablets only), and temporary sound wall specifications (16 feet high along east and south sides if requested by the County). The contractor is responsible for all costs associated with construction water, well discharge disposal, and obtaining required permits including County drilling permits and State excavation permits. All bidders must acknowledge receipt of this addendum with a dated and signed copy included in their sealed bid proposals.

Prado Regional Park Drilling New Irrigation Well Addendum No. 1

SAN BERNARDINO COUNTY

DEPARTMENT OF PUBLIC WORKS

SPECIAL DISTRICTS

ADDENDUM NO. 1

TO THE BIDDING REQUIREMENTS, CONTRACT DOCUMENTS, GENERAL CONDITIONS,

SPECIAL CONDITIONS, AND TECHNICAL SPECIFICATIONS FOR THE

Prado Regional Park Drilling New Irrigation Well Project

PROJECT NO.: 30.30.0200

October 1, 2026

The Contract Bid Documents for the above-referenced project are hereby amended in the following manner and the following manner only:

I. All provisions of Addendum No. 1 are hereby incorporated into the Contract Documents, and Bidders shall account for all provisions pursuant to Addendum No. 1 in submitting their bid proposals. Each Bidder shall include a dated and signed copy of this Addendum with their sealed bid proposal.

1. ITEM NO. 1: Questions and Answers

Fire Hydrant Location and Water Source, and Water Fee Responsibility

(Questions 1a & 1b)

The bidder requested a map outlining the location of the fire hydrant to be used as the water source for the job and asked whether the contractor is responsible for paying for water.

Contractor is responsible for providing and costs associated with construction water and adhering to all regulations of appropriated water and fire agencies for the usage.

Temporary Percolation Pond Location and Dimensions (Question 2)

The bidder requested a map showing the location and dimensions of the discharge basin (temporary percolation pond).

The County provides an attachment (Figure 1 – Potential Percolation Pond

Locations) identifying the areas where a percolation pond may be located. The blue line shown in the figure indicates an existing trough area situated between the equestrian trail and the overflow parking lot. Size and volume requirements for the temporary percolation pond are included in Technical Specifications Section 33 21

13.01, Mobilization/Demobilization.

Development Water Discharge and Turbidity Requirements (Questions 3a, 3b, 3c)

The bidder asked whether all development water, once clear, must be discharged solely to the percolation pond, and requested confirmation of the turbidity limit that must be met before discharge to the percolation pond or the lake. The bidder also noted that specifications for the temporary percolation pond do not seem to be included in Appendix A.

The County clarifies that all development water, once clear, must be discharged only to the percolation pond. Water with turbidity less than 500 NTUs is acceptable for discharge to the pond. Water from the well may only be discharged to the percolation pond or to an offsite disposal facility approved by the County, at the contractor’s expense. Operation, safety, and restoration requirements for the temporary percolation pond are provided within the project Technical Specifications.

Park Operations and Working Hours (Question 4)

The bidder requested confirmation that the park will remain open and asked whether 24-hour work is acceptable for drilling, construction, and mechanical development.

The County confirms that the park will remain open to the public and that 24-hour work is permitted for drilling, construction, and mechanical development activities.

Turnaround Time for Final Well Design (Question 5)

The bidder requested the turnaround time for final well design after the pilot borehole has been logged.

The County confirms that the final well design will be provided to the contractor no later than 72 hours after the last isolated aquifer zone test water-quality laboratory results become available, as stated in Technical Specifications Section 33 21 13.05, Isolated Aquifer Zone Testing.

Well Casing Thickness and Material (Questions 6a, 6b, 6c)

The bidder noted that an 18-5/8-inch OD casing typically has a 5/16-inch wall thickness and asked whether the specified 1/4-inch thickness was intentional or a typo. The bidder also noted that 5/16-inch wall thickness is a better option for shipping and collapse resistance and asked whether the reference to “314L stainless steel” in the plans was a typo.

The County confirms that both references are typographical errors: the correct wall thickness for the 18-5/8-inch OD casing is 5/16 inch, and the correct stainless-steel material designation is 304L.

Conductor Casing Depth and Related Bid Item Quantities (Question 7)

The bidder requested clarification regarding the 52-foot conductor hole depth, the 51-foot casing length, and associated quantities listed in multiple bid items.

The County confirms that the quantity of 51 feet for Bid Item 3 is correct. The conductor casing is intended to be installed to a depth of 50 feet with 1 foot of stick-up. The borehole depth is assumed to be 52 feet to account for sloughing.

Payment is based on the actual length of conductor casing installed, not the borehole depth. As such, the bid item quantities for Items 3, 4, 7, and 18 remain accurate.

Disinfection Materials for Filter Pack Installation (Question 8)

The bidder asked whether 12.5% liquid sodium hypochlorite could be used instead of calcium hypochlorite tablets during filter-pack installation.

The County confirms that calcium hypochlorite tablets must be used due to worker-safety considerations. Liquid sodium hypochlorite may not be substituted.

Temporary Sound Wall Requirements (Questions 9a, 9b, 9c)

The bidder asked whether the temporary sound wall must surround the entire well-site perimeter or only the west side facing the camping area. The bidder also requested confirmation of the minimum wall height and whether noise modeling and structural calculations are required.

The County clarifies that the temporary sound wall, if requested by the County, is to be installed along the east and south sides of the site. The required height is 16 feet, consistent with Bid Schedule Item No. 2. Noise modeling and structural calculations are not required.
