About this opportunity

The City of Tampa is issuing a Request for Proposals (RFP) for a ground lease of approximately 2,300 square feet of city-owned property located in Tract 7 of the Encore development within the Central Park Community Redevelopment Area. The primary objective is to secure a lease for a daycare playground, with interested parties required to have an existing daycare operations agreement by the time of selection. The RFP seeks proposals for a ground lease that will be subject to City Council approval, addressing project scope, timelines, and potential rent considerations. Evaluation criteria include project consistency (20 points), proposer experience (20 points), financial capacity (15 points), proximity of current location (25 points), and WMBE/SLBE participation (20 points). Key dates for this procurement include a proposal release date of February 11, 2025, a question submission deadline of March 10, 2025, and a response submission deadline of March 19, 2025. The contract term will be for one year from the award date, with the City reserving the right to extend for up to three additional 30-day periods.

The RFP emphasizes participation of Women/Minority Business Enterprises (WMBE) and Small Local Business Enterprises (SLBE), with specific guidelines for diverse business involvement. Proposers must complete various diversity management forms, including MBD Forms 10, 20, and 50, and provide documentation of outreach to certified minority and small businesses. The City of Tampa's Equal Business Opportunity Program requires detailed tracking of subcontractor payments and ownership types, including specific classifications for African American, Hispanic American, Asian American, Native American, and Caucasian-owned businesses. While no specific incumbent vendors are mentioned, the procurement includes requirements for ADA accessibility conformance and detailed reporting on information and communication technology (ICT) products. Though a specific budget range is not explicitly stated, the RFP indicates that financial capacity will be a significant factor in proposal evaluation, with proposers required to demonstrate their ability to successfully implement the daycare playground project within the specified city-owned property.
