About this file

The document is a Request for Proposals (RFP) issued by the City of Tampa, Florida, seeking proposals for a ground lease of approximately 2,300 square feet of city-owned property located at the northeast corner of Central Avenue and East Harrison Street within the Central Park Community Redevelopment Area. The primary purpose of the RFP is to secure a lease for a daycare playground, with interested parties required to have an agreement for daycare operations by the time of selection. The RFP will be publicly opened on an unspecified date in 2024, with a pre-proposal conference to be held prior to the opening. Proposals must be submitted electronically through the GetAll system, and the City will evaluate submissions based on criteria including project consistency, proposer experience, financial capacity, and proximity of current location to the relocation site.

The RFP outlines specific requirements for proposers, including demonstrating financial capacity, providing operational details, and committing to diversity and workforce guidelines. The evaluation process will be conducted by a selection committee that will score proposals on a 100-point scale, with the highest-scoring proposal recommended to the Mayor for approval. The final lease agreement will be subject to City Council approval and will address project scope, timelines, rent or other considerations, and potential compliance with the City's Equal Business Opportunity and Apprenticeship Programs. Proposers must also provide information about their business, including any previous contract terminations, litigation history, and willingness to comply with city regulations and insurance requirements.
