About this opportunity

The City of St. Petersburg, Florida is conducting a competitive procurement for construction management services for the Police K-9 Compound project (Project No. 22209-118), a new facility located on approximately 2.64 acres of vacant land at 2311 7th Avenue South through 2399 8th Avenue South. The solicitation, released on April 23, 2026, seeks a qualified Construction Manager at Risk (CMAR) firm to provide comprehensive construction management services during both the preconstruction phase (7 months) and construction phase (12 months) for an estimated project cost of $10,600,000. The proposed K-9 compound will include kennels, a classroom, offices, meeting rooms, restroom and shower facilities, storage areas, and an open field for K-9 training and obstacle courses, with the facility required to achieve LEED Gold certification. Key deliverables and responsibilities include developing construction budgets and detailed cost breakdowns, preparing construction schedules in critical path format with 30-day revision intervals, creating site utilization and staging plans, coordinating environmental permitting with agencies including the Florida Department of Environmental Protection and Southwest Florida Water Management District, applying for building permits and utility connections, and developing project-specific Small Business Enterprise and Women/Minority-Owned Business Enterprise opportunity programs. The evaluation committee will assess proposals based on four weighted criteria: Qualifications and Experience of Firm and Staff (45 points), Project Approach (30 points), Cost Analysis (15 points), and Business Enterprise Program Outreach and Utilization (10 points). Proposals must be submitted electronically through the OpenGov Procurement portal by June 9, 2026, at 3:00 PM, with written questions due by May 19, 2026. All proposed personnel must include a minimum of five years of applicable experience, and firms must provide a minimum of three customer references as well as five reference projects exceeding $5 million in contract value completed within the past ten years. All construction manager, subconsultant, and subcontractor employees are required to undergo Level 2 background investigations by the St. Petersburg Police Department prior to facility access, with failure to pass resulting in denial of access and no contract extensions due to background check delays.

Participation by Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, and Minority Business Enterprises is encouraged but not subject to minimum requirements, and proposers reporting zero participation from these categories will not be deemed non-responsive. All proposals must be submitted as a single PDF document not to exceed 50 pages (excluding cover pages and dividers) on 8.5 x 11-inch pages and must comply with 2 CFR Part 200 requirements, prohibiting cost-plus-percentage-of-cost and percentage-of-construction-cost contracting methods. The selected contractor must obtain and maintain comprehensive insurance coverage, including Workers' Compensation with Employer's Liability limits of $500,000 per accident, Commercial General Liability of $5,000,000 per occurrence, Automobile Liability of $1,000,000 combined single limit, Builder's Risk Insurance covering full replacement value, and Pollution/Environmental Liability Insurance of $5,000,000 per occurrence, with all policies naming the City as an additional insured. A performance and payment bond in an amount equal to the Guaranteed Maximum Price, executed by a surety rated "A" with financial category Class VII, must be provided and maintained for at least one year beyond final acceptance. The project is funded through the City of St. Petersburg's general revenues with a total budget of $10,600,000, and the contract will operate on a Guaranteed Maximum Price basis with the Construction Manager's fee calculated as a percentage of the Cost of the Work, subject to capped overhead (ten percent) and profit limitations (five percent) for subcontract increases. Progress payments will be made in accordance with the Local Government Prompt Payment Act with five percent retainage until Substantial Completion and 150 percent of estimated Punch List completion costs retained thereafter, and the contract is governed by Florida law with venue in Pinellas County or the Middle District of Florida, Tampa Division.
