About this file

This is a Scope of Services document for a Construction Manager at Risk (CMAR) engagement between the City of St. Petersburg, Florida and a qualified construction management firm for the Police K-9 Compound project located at 2311 7th Avenue South through 2399 8th Avenue South, St. Petersburg, Florida. The project encompasses approximately 2.64 acres of vacant land and will include a kennel, classroom, offices, meeting rooms, restroom/showers, storage facilities, and an open field for K-9 training and obstacle courses. The K-9 compound will replace an existing Public Safety Training Facility constructed in the 1980s that has exceeded its useful service life. The project requires 35 parking spaces, with 24 currently provided, and necessitates re-platting, vacation of an alley, and brownfield remediation. The facility must achieve LEED Gold certification. The scope of services spans three primary tasks: Design Development Phase, 90% Construction Document Phase, and construction completion, with deliverables including construction budgets, detailed cost breakdowns, schedules of values, construction schedules, site utilization plans, and project-specific small business and women/minority-owned business enterprise (SBE/WMBE) opportunity programs.

The CM shall evaluate the owner's schedule and construction budget, develop preliminary staging and phasing plans, conduct interdisciplinary plan reviews, and coordinate with environmental permitting agencies including FDEP, SWFWMD, and EPC. The firm must apply for building permits and utility connection requests and conduct pre-proposal meetings with subcontractors and vendors. Pricing terms and contract duration are not specified in this scope document. A critical requirement mandates that all CM, subconsultant, and subcontractor employees undergo Level 2 background investigations by the St. Petersburg Police Department prior to access to police facilities; failure to pass the background check will result in denial of facility access, and the CM is not entitled to contract extensions due to background check delays. Submission of false information on the affidavit constitutes grounds for contract termination.
