About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida's Police K-9 Compound construction management project (Project No. 22209-118). The project involves construction management services for a K-9 compound facility spanning approximately 2.64 acres across multiple parcels of vacant land located at 2311 7th Avenue South through 2399 8th Avenue South in St. Petersburg, Florida. The proposed facility will include kennels, a classroom, offices, meeting rooms, restroom and shower facilities, storage areas, and an open field for K-9 training and obstacle courses.
The Subcontractor Utilization Plan requires proposers to demonstrate their intent and efforts to engage small business enterprises (SBE), women business enterprises (WBE), veteran-owned businesses, and minority business enterprises (MBE) within the Tampa Bay Region. Proposers must describe specific efforts to reduce barriers to participation by these business categories, including outreach, education, mentorship, and process improvements. Participation by small, veteran, minority, and women business enterprises is voluntary and not subject to minimum requirements; proposers will not be deemed non-responsive if they report zero participation from these business categories. However, the City encourages proactive engagement with small, veteran, diverse, and women-owned business enterprises. Proposers must complete a table indicating their anticipated percentage of contract amount and list anticipated subcontractors in each applicable business category.
