Exhibit A - Scope of Services Summary
This document is a Scope of Services for the City of St. Petersburg, Florida's Police K-9 Compound construction management project (Project No. 22209-118). The City seeks a qualified Construction Manager at Risk (CMAR) firm to provide comprehensive construction management services for a new K-9 training and kenneling facility located on approximately 2.64 acres of vacant land spanning 2311 7th Avenue South through 2399 8th Avenue South. The proposed facility will include kennels, classrooms, offices, meeting rooms, restroom and shower facilities, storage areas, and an open training field for K-9 operations and obstacle courses. The project requires LEED Gold certification and must address site challenges including re-platting, alley vacation, and brownfield remediation, with 35 parking spaces required (24 currently provided). The Construction Manager's responsibilities span three primary phases: Design Development (including kickoff meetings, budget and schedule evaluation, cost estimating, SBE/WMBE opportunity program development, and plan reviews); 90% Construction Documents Phase (updating cost estimates, staging plans, procurement advertising, interdisciplinary reviews, and presentation meetings); and GMP 100% Documents Phase (finalizing schedules, subcontractor procurement, permit applications, and proposal tabulation). Key deliverables include construction budgets at Design Development and 90% phases, cost breakdowns, construction schedules, site utilization plans, and comprehensive procurement documentation.
All Construction Manager, subconsultant, and subcontractor employees must undergo Level 2 background investigations conducted by the St. Petersburg Police Department prior to accessing police facilities, with denial of access granted to those who fail this clearance requirement and no contract extensions permitted due to background check delays. The scope requires minimum two in-person meetings during Design Development (one for site review, one for deliverable presentation) and additional meetings throughout subsequent phases including interim reviews, 90% phase completion presentations, GMP reviews, and transition to construction. The CMAR is responsible for developing comprehensive Safety Plans, Quality Control Plans, construction staging and phasing plans, and coordinating with multiple environmental regulatory agencies including the Florida Department of Environmental Protection, Southwest Florida Water Management District, and Environmental Protection Commission. The CM must also conduct extensive SBE/WMBE outreach through workshops, social media advertising, local and state publications, and pre-proposal meetings to maximize minority and small business participation in the project.
