The map illustrates the project parcels and identifies the proposed location for the K-9 compound facility, which will include kennels, classroom, offices, meeting rooms, restroom and shower facilities, storage areas, and an open field for K-9 training and obstacle courses. The City is seeking a qualified Construction Manager at Risk (CMAR) firm to provide comprehensive construction management services during a preconstruction phase (7 months) and construction phase (12 months) for an estimated total project cost of $10,600,000. The project will operate on a Guaranteed Maximum Price basis with the Construction Manager's fee calculated as a percentage of the Cost of the Work, subject to capped overhead (ten percent) and profit limitations (five percent) for subcontract increases. The City of St. Petersburg is funding the project through general revenues with a total budget of $10,600,000. All proposed personnel must have a minimum of five years of applicable experience, and firms must provide a minimum of three customer references and five reference projects exceeding $5 million in contract value completed within the past ten years. The facility is required to achieve LEED Gold certification. All construction manager, subconsultant, and subcontractor employees must undergo Level 2 background investigations by the St. Petersburg Police Department prior to facility access. Comprehensive insurance coverage is required, including Workers' Compensation, Commercial General Liability of $5,000,000 per occurrence, Automobile Liability of $1,000,000, Builder's Risk Insurance, and Pollution/Environmental Liability Insurance of $5,000,000 per occurrence, with performance and payment bonds required in an amount equal to the Guaranteed Maximum Price.
