About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida's Police K-9 Compound construction management project (Project No. 22209-118). The form requires proposers to demonstrate their intent to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) located in the Tampa Bay Region. Proposers must describe their outreach efforts, strategies for reducing barriers to participation, and any process changes designed to increase small, veteran, diverse, and women-owned business participation through mentorship, education, and engagement initiatives. The form provides a structured framework for proposers to document anticipated percentages of contract amounts allocated to each business category and to identify specific anticipated subcontractors within each classification.
The subcontractor utilization goals are voluntary with no minimum participation requirements mandated by the City. Proposers reporting zero participation from SBEs, WBEs, veteran-owned businesses, or MBEs will not be deemed non-responsive and will remain eligible for contract award. The City of St. Petersburg encourages proactive engagement with these business categories but does not impose enforceable participation thresholds. This approach aligns with the overall evaluation criteria for the project, which allocates 10 points of the total evaluation score to Business Enterprise Program Outreach and Utilization, allowing proposers flexibility in their subcontracting strategies while incentivizing diverse business participation.
