About this opportunity

The State of Utah Division of Purchasing is conducting a Request for Proposal (RFP) solicitation numbered TJ25-25 for Point of Sale (POS) Hardware & Software, specifically focusing on Points of Interaction (Credit Card Machines). This statewide contract seeks to establish a comprehensive solution for credit card payment processing that includes end-to-end encryption, EMV and contactless payment capabilities, and integration with purchasing entities' existing ERP systems. Vendors must provide multi-media credit card terminals that support debit transactions, mobile wallet compatibility, and maintain full PCI compliance, with options for both hardware leasing and purchasing. The procurement allows for multiple contract awards and requires vendors to meet mandatory minimum requirements before advancing to a technical evaluation phase. The evaluation methodology involves scoring on a 0-5 scale across ten technical criteria areas, with vendors needing to achieve a minimum of 420 out of 700 technical points to proceed to the cost evaluation stage, where an additional 300 points are available based on pricing.

The solicitation is open to a wide range of potential vendors, with the resulting contract available to Utah state government departments, public entities, institutions, agencies, political subdivisions, nonprofit organizations, and federal government agencies. While no specific set-aside designations are mentioned, the procurement emphasizes providing solutions at lower prices and better value than typically available to individual government entities. The contract will run from the date of full execution through November 30, 2028, with no administrative fee associated with the contract. Vendors must submit proposals via the Bonfire digital portal by July 31, 2025, at 2:00 PM MDT, with a question period running from July 1 to July 24, 2025. To be awarded a contract, vendors must score a minimum of 650 out of 1000 total possible points, with cost points calculated using a formula that awards maximum points to the lowest-priced proposal. While specific budget ranges are not explicitly stated, the RFP includes pricing scenarios for purchasing or leasing 10, 100, and 350 credit card machines, suggesting potential significant contract values.
