About this file
This document is Attachment E - Technical Criteria for a Points of Interaction (Credit Card Machines) Request for Proposal (RFP) issued by the State of Utah Division of Purchasing. The solicitation seeks a statewide contract for Point of Sale (POS) Hardware & Software, with the potential for multiple awards. The contract will run from full execution through November 30, 2028. Vendors must provide detailed responses to ten technical criteria areas, including end-to-end encryption, ERP/POS system integration, EMV and contactless payment capabilities, hardware solutions, project management, maintenance and support, PCI compliance, remote terminal management, and tokenization.
The evaluation methodology requires vendors to first meet mandatory minimum requirements before advancing to a technical scoring phase. The technical criteria will be scored on a 0-5 scale, with vendors needing a minimum of 420 out of 700 points to proceed to the cost evaluation stage. The cost evaluation will use a formula that awards maximum points to the lowest-priced proposal. The total possible points are 1000, with vendors needing a minimum of 650 points to be awarded a contract. Notably, vendors who were previously awarded a contract under a prior solicitation (BB23-4) do not need to resubmit for this RFP (TJ25-25). There is no administrative fee associated with this contract.
