About this opportunity
The City of Charlotte is requesting bids on PCC slab replacements and storm structure replacement work at Charlotte Douglas International Airport under ITB AVIA 27-03, with bids due September 17, 2026 at 2:00 p.m. EST and a pre-bid meeting on September 2, 2026 at 10:00 a.m. EST (virtual attendance available). The project is federally funded through an Airport Improvement Program grant and is subject to Davis-Bacon wage requirements and Buy American preferences.
The scope spans 25 line items including PCC pavement removal at multiple depths (8", 15–16", and 18"), concrete base course removal, undercut and replacement, aggregate base course and lean concrete base course installation, ground stabilization fabric, Portland cement concrete pavement installation with reinforcement, drainage pipe installation (18" through 42" Class V RCP), slotted drain frames and aircraft-rated inlets, aviation barricades, and in-pavement light base replacement. Work is concentrated on the terminal ramp and airfield.
The contract is structured as a task order–based on-call vehicle with standard and emergency task order processes. Unit price bidding applies; contract price is determined by actual units of work completed and approved by the Owner. Contract Time is 1,050 calendar days from Notice to Proceed for Substantial Completion, with Final Completion required within 30 days thereafter. Liquidated damages are assessed at $500 per calendar day for failure to meet completion milestones, plus nightly closure penalties of $150–$250 per minute for runway openings, $75–$125 per minute for taxiway openings, and $150–$250 per minute for ramp/concourse openings.
Bid security of 5% of the Base Bid amount is required (cashier's check, certified check, money order, or bid bond). Performance and payment bonds equal to the contract sum are mandatory. The contractor must comply with FAA security requirements for airport operations, Title VI compliance, and trade restriction certifications. At the time of advertisement, the FAA's Interim Final Rule has suspended DBE goal setting; no specific DBE goal has been established.
