About this file

This is an Addendum No. 4 re-advertisement document issued by the City of Charlotte for PCC Slab Replacements at Charlotte Douglas International Airport under ITB AVIA ITB 27-03. The project encompasses slab replacement and storm structure replacement work across the airfield, primarily on the terminal ramp, structured as a task order-based on-call contract. Bids are due September 24, 2026 at 2:00 PM ET via Microsoft Teams, with bid opening conducted through a virtual meeting link. No pre-bid meeting is scheduled for this re-advertisement. The contract is structured on a unit price bidding basis with actual compensation determined by completed and approved work units. Contract time is 1,050 calendar days from Notice to Proceed for Substantial Completion, with Final Completion required within 30 days thereafter. This addendum represents a readvertisement of the original ITB, which was issued August 19, 2026 through September 17, 2026.

The project is federally funded through an Airport Improvement Program grant and is subject to Davis-Bacon wage requirements and Buy American preferences. Bid security of 5% of the Base Bid amount is required, with performance and payment bonds equal to the contract sum mandated. Liquidated damages are assessed at $500 per calendar day for failure to meet completion milestones, plus nightly closure penalties ranging from $75-$250 per minute depending on facility type (runway, taxiway, or ramp/concourse). The contractor must comply with FAA security requirements for airport operations and Title VI compliance. Contractors are required to submit required information on Task Order Forms and DBE Forms within seven business days of receipt; the City will then present final Task Order forms for execution. Emergency Task Orders may be initiated via direct communication requiring mobilization within 24 hours. At the time of original advertisement, the FAA's Interim Final Rule had suspended DBE goal setting, with no specific DBE goal established for this project.
