About this opportunity
The City of Cleveland is seeking qualified Design-Build Team Partners to provide architecture, engineering, and construction services for renovation of the historic Public Safety Central building at 2001 Payne Avenue under a progressive design-build delivery model, with proposal responses due August 31, 2026 at 12:00 PM. The Mayor's Office of Capital Projects (MOCAP) through its Division of Architecture and Site Development is managing the procurement.
The project involves full renovation and structural reprogramming of the six-story, 100,000-plus-square-foot 1925 building originally constructed as the Central Police Station. The scope encompasses life-safety upgrades, code compliance per 2024 Ohio Building Code and Fire Code, interior historic restoration with preservation of first-floor green tile corridor with marble inlays, brass chandeliers, and marble staircase, mechanical and electrical system replacement, plumbing installation, fire protection system upgrades, telecommunications infrastructure, and exterior work including facade cleaning and tuckpointing, roof replacement, window replacement, and parking lot and sidewalk rehabilitation. The building will house City offices, Public Health offices, and a Community Room. Deliverables include progressive design phases (Existing Conditions Verification, Technical Review and Schematic Design, Design Development, Construction Documents, Permit Attainment) followed by construction administration and closeout services. Design work is anticipated to span approximately 26 weeks from kickoff through permit attainment, with construction administration extending approximately 78 weeks.
The design-builder must comply with Ohio prevailing wage law (Chapter 4115 of Ohio Revised Code) for Cuyahoga County, maintain LEED Silver certification or higher under the City's Sustainable Building Policy, achieve 50 percent salvage and recycling rate by weight of non-hazardous demolition and construction waste, and comply with the City's asbestos management policy. The Cleveland Area Business Code applies: design services require 10% Certified Cleveland Small Business participation; construction services require 15% Certified Minority Business Enterprise, 7% Certified Female Business Enterprise, and 8% Certified Cleveland Small Business participation. Professional services fee is broken down by phase, with 10% design contingency; construction costs are TBD with allowances for signage ($1,500), testing ($10,000), hazardous materials ($20,000), and contractor due diligence ($20,000). The City waived plan review and construction permit fees for City of Cleveland Building and Housing Department permits only. The successful proposer must execute a Project Labor Agreement, provide professional liability insurance of not less than $1 million per occurrence, maintain current Ohio professional licensure, and demonstrate capacity for 100% performance and payment bonding. Questions are due August 19, 2026.
