About this file
This document is a Minimum Consultant Design Requirements and Deliverables guide issued by the Mayor's Office of Capital Projects (MOCAP), Division of Architecture and Site Development (DASD), for the City of Cleveland, Ohio. The guide establishes mandatory requirements for consultant deliverables across eight project phases: Due Diligence and Existing Conditions, Program Verification and Preliminary Design, Design Criteria, Schematic Design, Design Development, Construction Documents, Bidding Requirements, Permitting Requirements, and Construction Administration and Closeout. For the Payne Avenue Improvements project, the Design-Build Team is responsible for providing comprehensive Architecture, Engineering, and Construction services managed through a progressive design-build delivery method. The document specifies detailed deliverable requirements at each phase, including surveys, existing conditions plans, code analyses, technical reviews, architectural and engineering drawings, specifications, cost estimates, and construction administration services. All submissions must be provided in digital PDF format for City review, with documented approval required at the conclusion of each major phase before progression to the subsequent phase.
The document does not contain specific pricing terms, set-asides, funding amounts, or contract duration information, as it functions as a requirements and standards document rather than a procurement solicitation. The guide emphasizes the consultant's responsibility for obtaining plan review application fees to permitting agencies, while the Contractor bears the cost of building permits for construction. The consultant must coordinate with all relevant Authority Having Jurisdictions (AHJs) for permits and approvals, manage all sub-consultant resources, and perform site visits with observation reports during construction administration. The document prioritizes quality control through mandatory technical reviews, constructability assessments, utility research confirmation, and comprehensive documentation at each design phase to ensure project readiness for bidding and permitting prior to construction.
