About this file
This is a Prevailing Wage Threshold Levels document issued by the Ohio Department of Commerce, Division of Industrial Compliance, Bureau of Wage and Hour Administration, applicable to public construction projects in Ohio as of January 1, 2024. The document establishes mandatory prevailing wage requirements that must be determined and included in project specifications and bidding documents before any public authority advertises for bids, contracts with private entities, or undertakes construction with its own forces. For building construction projects, the threshold for "new" construction is set at $250,000, while reconstruction, enlargement, alteration, repair, remodeling, renovation, or painting projects are subject to prevailing wage requirements at $75,000. For infrastructure projects involving roads, streets, alleys, sewers, ditches, and works connected to road or bridge construction, the thresholds are adjusted to $98,974 for new construction and $29,653 for reconstruction and related activities.
The threshold levels are adjusted biennially by the Director of the Ohio Department of Commerce according to the Building Cost for Skilled Labor Index published by McGraw-Hill's Engineering News-Record, with annual adjustments capped at a maximum increase or decrease of three percent. The Payne Avenue Improvements project in Cleveland, Ohio, being undertaken by the City of Cleveland through its Mayor's Office of Capital Projects, must comply with these prevailing wage thresholds if the project cost exceeds the applicable threshold for its classification. Contractors and design-build teams responding to this project must ensure wage determinations are obtained from the Bureau of Wage and Hour Administration and incorporated into all project specifications and bidding documents.
