About this opportunity
The City of Phoenix Public Transit Department has issued an RFI for Paratransit Scheduling and Dispatch System Software, with responses due August 22, 2026. This is a discovery and information-gathering exercise only — not a formal solicitation, and no purchases will result. Participation is voluntary.
The City operates Dial-a-Ride paratransit services across approximately 430 square miles within incorporated city limits and seeks to identify technologies, industry practices, and solutions that enhance operational efficiency, improve rider experience, and maintain regulatory compliance. The system must interface with the City's existing Clever Devices Computer Aided Dispatch/Automatic Vehicle Locator (CAD/AVL) system.
Vendors must acknowledge the City of Phoenix Cloud Computing Standards (s1.20), which mandate FedRAMP certification preference, U.S.-based data storage for confidential data with continental U.S. data centers and U.S.-based staff, third-party security assessments (SAS-70, SSAE-16/18, or SOC reports), encryption protocols compliant with NIST 800-175B, multifactor authentication capability, role-based access controls implementing least privilege and separation of duties, and data breach notification to the Chief Information Security Officer within 72 hours of discovery. CSPs must provide a cloud exit strategy with complete data destruction within 30 days of termination and verification reporting.
Vendors must respond to 68 detailed questions addressing product capabilities, deployment options, security and data privacy features, integration requirements, pricing structures (software modules, cloud components, professional services, licensing, and training), and compliance with City IT infrastructure standards. Price information provided is for general comparison purposes only and should exclude applicable state and local taxes. No site visits or bidders' conferences are scheduled; vendors may be invited to provide demonstrations at the City's location at the vendor's expense. All submissions become City property and public record unless specifically marked confidential with documented justification.
