All bids must be submitted online through the Town's Euna Procurement (Bonfire) platform, with a mandatory in-person pre-bid meeting and site visit required at the project location—bids from firms without representative attendance at this meeting will be deemed non-responsive and ineligible for consideration. The procurement contains no specific set-aside designations for disadvantaged enterprises; however, all contractors and subcontractors must comply with Florida's E-Verify employment verification requirements, maintain drug-free workplaces, and certify non-engagement in human trafficking or coercion for labor. Contractors must also verify that they are not owned or controlled by foreign countries of concern, provide evidence of compliance with foreign entity and scrutinized companies lists, and obtain all required performance, payment, and bid bonds through the Surety2000 platform—bid bonds of not less than five percent of the total bid amount are required for bids of $100,000 and over, while performance and payment bonds covering full contract obligations are required for bids of $200,000 and over. Comprehensive insurance requirements mandate General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, Business Auto Liability of $1,000,000, Workers' Compensation per Florida Statute 440, and Umbrella/Excess Liability of $1,000,000, all with the Town named as additional insured. Liquidated damages of $904 per calendar day apply for failure to meet contract deadlines under Florida Department of Transportation standards, and contractors must comply with the Town's construction hour restrictions outlined in municipal ordinance Section 42-199. No incumbent contractors or existing infrastructure integration requirements are identified in this solicitation, with the project representing a standalone renovation initiative with an estimated budget of $232,000.
