About this file
This is a 100% Construction Documents specification manual prepared by PGAL, Inc. for the Town of Palm Beach, Florida for the Par 3 Golf Course Old Clubhouse Restroom Renovation project located at 2345 South Ocean Boulevard, Palm Beach, Florida 33480.
The project encompasses complete restroom renovation including CMU and gypsum partitions, tiling, painting, and mechanical, electrical, and plumbing (MEP) systems with limited site work. The scope of work is defined across multiple specification divisions covering general requirements, plumbing (Divisions 22), mechanical/HVAC (Division 23), and electrical work (Division 26). Key specifications address procurement and substitution procedures, submittal requirements, quality assurance, temporary facilities and controls, construction progress documentation, and closeout procedures. The contract is structured as a single prime contract with an estimated budget of $232,000. Construction must commence by July 7, 2026, with substantial completion required by the end of September 2026 and final completion by October 15, 2026. A mandatory pre-bid meeting and site visit will be held at the project location, and bids from firms without representative attendance will be deemed non-responsive. Award will be made to the lowest responsive and responsible bidder meeting all requirements.
Bidding requires contractors to hold a General Contract License, Certified Electrical Contractor certification, and Certified Plumbing Contractor certification. The Town accepts only online bid submittal through Euna Procurement (Bonfire) platform. The specifications require comprehensive documentation including shop drawings, submittals, operation and maintenance manuals, test and balance reports, and project record documents. All work must comply with applicable building codes, NFPA standards, SMACNA construction standards, and industry standards for mechanical and electrical systems. The contract includes a one-year guarantee period covering defective workmanship, equipment, and materials with reasonable system adjustments during the guarantee period. Performance verification and final testing and balancing by an AABC-certified independent test and balance agency are required before substantial completion.
