About this opportunity
The City of Amarillo is requesting bids for settling basin repairs at Osage Water Treatment Plant's West Basin under best-value procurement, with proposals due July 23, 2026, and a non-mandatory pre-proposal meeting on July 8. No restrictive set-aside or local-vendor set-aside applies; however, a local preference consideration document is included in the bid package, and the City will not award to nonresident bidders unless their bid is substantially lower than Texas resident bids by a specified margin.
The scope encompasses sediment basin rehabilitation including removal of accumulated sediment, cleaning, concrete and expansion joint repairs, installation of waterproofing coatings (26,510 square feet), removal and reinstallation of stainless steel track, replacement of scraper blades with 3/8" HDPE blades, clarifier floor grouting, and structural concrete repairs. The work encompasses 12 base bid items plus 2 alternates (lean concrete fill slope area repairs and concrete walkway structural repairs between basins). The Water Treatment Plant must remain operational throughout construction; the contractor must provide temporary equipment, schedule work to minimize downtime, and maintain rapid access for plant personnel to all existing equipment and utilities. The project includes removal and replacement of grout under clarifier mechanisms (approximately 24,540 square feet). Work is limited to 7 a.m. to 7 p.m. Monday through Saturday, with Sunday work only by prior plant manager approval. The contractor must develop and implement a Storm Water Pollution Prevention Plan compliant with the Texas Pollutant Discharge Elimination System permit and maintain dust suppression and contamination control measures.
The contract runs 140 calendar days from notice to proceed with no allowances for weather delays or holidays. Performance and payment bonds equal to 100% of contract price are required for contracts exceeding $100,000 and $50,000 respectively, along with a one-year maintenance bond and proposal bond of not less than 5% of total bid amount. Prevailing wage rates established by the City of Amarillo apply. Comprehensive insurance is mandatory, including commercial general liability ($1,000,000 per occurrence / $2,000,000 general aggregate), automobile liability ($1,000,000 combined single limit), and workers' compensation. The City is the additional insured on auto and general liability policies, and a waiver of subrogation applies to workers' compensation.
Evaluation scoring is price (40 points), reputation and previous work quality (25 points), experience (25 points), safety record (5 points), and references (5 points), totaling 100 points. Bidders must provide three governmental references for similar water treatment projects, disclose OSHA citations within three years, EPA citations within five years, criminal convictions resulting in bodily harm or death within ten years, and Experience Modification Rate. Bids must remain valid for 120 days. Questions are due July 13, with City responses by July 16. Proposals are submitted electronically through Euna Procurement and opened via teleconference on July 23 at 3 p.m. Site inspection prior to submission is required. Contractors identified on the City's Excluded Parties List (including Cruz Construction Inc. and Jesse's Plumbing) are ineligible. The contractor must commence work within ten calendar days of notice to proceed and complete a mandatory pre-construction conference. A miscellaneous allowance of $100,000 is included in the bid base. Contractors must use the City's web-based project management software for document tracking and submittals throughout the project.
