SPECIAL PROVISIONS

Bid No. BVB 415-26 Osage WTP

Settling Basin Repairs Phase 2 – West Basin

Note: Where there is a conflict between the referenced specifications and these Special Provisions, the terms and conditions of these Special Provisions take precedent.

1. General Notes

a. The start date for the project will be between October 1st and October 15th.

Contract time will include 140 calendar days for final completion. There shall be no weather, holiday, or non-working days considered. Contractor is responsible for providing all necessary equipment to maintain site conditions necessary for the proper application and curing of all repair materials including grout and waterproof coating.

b. The Water Treatment Plant must remain in operation at all times during construction. Contractor shall provide temporary equipment as needed and schedule work in a manner that limits process down time. Where an interruption is unavoidable, the Contractor shall provide at least 7 days advanced notice to the Engineer and Plant Manager and shall submit an acceptable program of work for review and approval.

c. Work in East Basin must be complete, and the basin returned to service before the West Basin can be taken out of service and made available for work there.

Contractor must consider the time for this transition in planning to complete the project within the overall project time.

d. Existing equipment must be available to plant personnel at all times for use, routine maintenance and repair. The Contractor, therefore, shall at all times take particular care to avoid needless confusion, clutter and debris at the site of the work. At no time shall the Contractor's personnel, equipment, or material prevent the rapid access by plant staff to any item of equipment, piping, wiring, or controls. If it is necessary, in the course of operating the plant, to request the Contractor to move his equipment, materials, or any material included in the work, he shall do so promptly and place said equipment or material in an area which does not interfere with the plant operation. The Contractor is further cautioned against adjusting or operating any serviceable or functioning equipment or system without the written consent of the Owner.

e. All property disturbed and /or damaged by the Contractor outside the limits of the project shall be repaired, at the Contractor’s expense, to the satisfaction of the City.

f. The Contractor shall be responsible for the verification of the location, size and depth of all utilities, pipes and sprinkler systems at the project site. The Contractor shall uncover lines at the request of the Engineer to verify possible elevation conflicts or other purposes at the Contractor’s expense. In addition, the Contractor shall, at his expense, protect and repair all utility lines and pipes which may be encountered and/or damaged during the work.

g. It shall be the responsibility of the Contractor to field verify all measurements and notify the Engineer of any discrepancies immediately.

h. The City of Amarillo, through its Texas Pollutant Discharge Elimination System (TPDES) Permit for storm water issued by the Texas Commission on Environmental Quality, is required to control the discharge of pollutants from construction sites that contribute runoff to its Municipal Separate Storm Sewer System (MS4). Additionally, City Ordinance Sec. 18-3-95, Storm Water Pollution Prevention Plan, regulates storm water discharge from sites not meeting the size criteria to require an individual TPDES permit.

The Contractor shall implement sediment and erosion control measures in compliance with the City’s Storm Water Pollution Prevention Ordinance and all applicable State and Federal requirements prior to the start of construction;

including the development of a Storm Water Pollution Prevention Plan (SWPPP) as required.

The Contractor shall maintain the SWPPP, as required, on the project site at all times and shall inform the City Engineer or his representative of any condition that required a revision in the SWPPP. The Contractor shall maintain and post a copy of the Construction Site Notice, as required, on the project site.

i. The Contractor’s attention is particularly directed to the dust, abrasive particles, debris and dirt generated by the removal, placement, chipping, cutting, finishing and grinding of new or existing concrete and metal; and the fumes, particulate matter, and splatter from welding, brazing and painting of new or existing piping and equipment. The Contractor shall as a minimum use vacuum cleaners, blowers with filters, protective shielding, and other dust suppression methods at all times to adequately protect motors, pumps, electrical equipment and treatment processes.

j. The City is utilizing web-based, project management software. The Contractor is required to use this software for the duration of the project. Documents submitted, tracked, and reviewed through the software system include submittals, pay requests, RFI’s, and other project correspondence.
