About this file
This is a bid criteria and bidder statement of qualifications document issued by the City of Amarillo for the Osage WTP Settling Basin Repairs Phase 02 - West Basin project. The City of Amarillo uses the Best Value Bid procurement method as authorized by Texas Local Government Code Title 8, Subtitle A, Section 252.043. Bidders must submit proposals on forms furnished by the City, with prices written in ink or typewritten and executed by an authorized representative. Proposals may not be modified after opening to correct price errors; any corrections must be made prior to submission. Individual bidders, partnerships, corporations, and joint ventures (limited to two firms) are eligible to submit proposals, with joint venture partners required to complete separate evaluations. Failure to submit required bidder evaluation information at the time of proposal submittal may result in the proposal being deemed non-responsive and rejected. The evaluation criteria are weighted as follows: Price (40 points), Reputation of the Bidder and Previous Work (25 points), Experience (25 points), Safety Record (5 points), and References (5 points), for a maximum total of 100 points.
Bidders must complete comprehensive qualifications documentation including general organization information, organizational history, construction experience, key personnel details, project experience within the past ten years, subcontractor and equipment information, and a safety record questionnaire. The safety record evaluation considers OSHA citations within three years, environmental protection agency citations within five years, criminal convictions resulting in bodily harm or death within ten years, and the company's Experience Modification Rate. Bidders must disclose any defaults, failures to complete awarded work, disqualifications, litigation, or refusals to perform contracted work. The City reserves the right to waive irregularities, require additional information, reject any or all proposals, and reject proposals containing material misstatements, with such misstatements potentially resulting in contract termination and liability for additional costs and damages. A proposed list of subcontractors must accompany the initial proposal, with a final list due not later than seven business days after the proposal close date.
