Organ Donor Campaign Production and Media Buy

The Illinois Secretary of State (ILSOS) is seeking proposals for a statewide organ/tissue donor media campaign to promote the ILSOS Organ/Tissue Donor Registry. The campaign must include the development of a public service announcement (PSA) in English and Spanish, as well as the development, production, and placement of a statewide TV, streaming, radio, and social/digital media campaign. The resulting contract will have an initial term through June 30, 2023, with the option for up to 4 one-year renewals. The media campaign must be ready for public consumption by April 1, 2023. Proposals are due by February 14, 2023, and ILSOS intends to award the entire contract to one vendor. The RFP specifies an estimated media buy budget between $750,000 and $1,000,000 per year, and vendors must provide pricing for everything outside of the actual media buy.

The RFP does not indicate any small business set-aside or other preferences, and does not mention an incumbent contractor. Funding for this contract may be partially or fully from federal sources, and the State reserves the right to terminate the contract due to lack of appropriations. The award decision will not necessarily be based on the lowest cost bidder, but on the factors outlined in the RFP and the justification presented by the purchasing agency.
