About this file

This document contains questions and answers related to a Request for Proposal (RFP) issued by the Illinois Secretary of State (ILSOS) for an Organ Donor Campaign Production and Media Buy. The RFP seeks proposals for a statewide media campaign to promote the ILSOS Organ/Tissue Donor Registry, including the development of a public service announcement (PSA), a statewide TV, streaming, radio and social/digital media campaign, and the purchase of radio and television ad placement. The media assets must be ready for public consumption by April 1, 2023. Bids may be submitted through the BidBuy portal or as hard copies.

The RFP specifies an estimated media budget between $750,000 and $1,000,000, and vendors are required to provide pricing for everything outside of the actual media buy. Vendors are not required to provide a detailed budget breakdown of tactics, costs, and commissions, but only the total price for the non-media buy components.
