About this opportunity
Walton County, Florida is issuing an Invitation to Bid (ITB) for on-site concrete crushing with multi-size aggregate output and contaminant removal services at the Walton County Landfill. The contractor must crush and process approximately 10,000 tons of stockpiled concrete debris (with a range of 6,000-15,000 tons subject to field conditions) into reusable road-base aggregate material meeting Florida Department of Transportation (FDOT) Specifications Sections 204 and 911. The primary deliverables include mobilization of all necessary crushing equipment, processing concrete to 1-inch minus road-base specifications, removal of reinforcing steel and deleterious materials, stockpiling of finished aggregate at designated County locations, and site maintenance and safety compliance throughout the project. The contractor must substantially complete all work within 120 calendar days from the Notice to Proceed, with final completion within 30 days of punch list issuance, with day-for-day extensions available only for weather, equipment failure, or site-access limitations. The contractor must maintain a full-time superintendent on-site, perform work Monday through Friday between 7 a.m. and 4 p.m., furnish all labor, equipment, materials, and services, and comply with federal, state, and local regulations including the Florida Historical Resources Act. Sealed bids are due electronically via the County's e-Procurement Portal by February 26, 2026, at 3:30 p.m., with a non-mandatory pre-bid meeting scheduled for February 4, 2026, at 1:00 p.m. in DeFuniak Springs, Florida, and a question submission deadline of February 18, 2026, at 12:00 p.m. The award will be made to the lowest responsive and responsible bidder within 30 days of bid opening. Pricing is structured as a unit price bid with four line items: mobilization/demobilization as a lump sum, all-inclusive concrete crushing paid per ton of acceptable processed aggregate, standby rates paid per hour only when approved in writing by the County, and optional oversize concrete breaking paid per hour. Bidders must provide 5 percent bid security in the form of a certified check or bid bond from a surety with an A.M. Best rating of at least A- Class VII, furnish performance and payment bonds equal to 100 percent of the total contract price within ten business days of Notice of Award, and provide certificates of insurance demonstrating comprehensive general liability coverage of $1,000,000 per occurrence and comprehensive automobile liability coverage of $300,000 per accident. Bidders must demonstrate qualifications through documentation of similar past projects, current commitments, valid state and local licenses and permits, and professional references, with failure to provide such documentation resulting in non-responsive bids.
Walton County applies local vendor preference in accordance with Purchasing Policy PP017 for businesses maintaining their principal place of business within Walton County or that have maintained a permanent presence and employed local residents on a continuing basis for at least six months prior to the advertisement date; bidders applying for local preference must certify their eligibility. The solicitation does not identify any incumbent contractors or existing infrastructure requiring integration, as this is a project-based service contract for processing concrete debris currently stockpiled at the landfill facility. No specific budget range or award value is disclosed in the solicitation documents; however, the scope involving processing of 10,000 tons of material into specification-grade aggregate suggests a substantial contract value. The County reserves the right to reject any or all bids, conduct performance investigations on apparent low bidders, value engineer the scope of work if the low bid exceeds budget, and make award based on lowest responsive and responsible bidding. No set-asides for disadvantaged enterprises, women-owned businesses, minority-owned businesses, or other protected classifications are mentioned in the available solicitation documents. Bids remain valid for 30 calendar days after opening, during which no bidder may withdraw without penalty, and the County reserves the right to communicate regarding the competitive process only through designated channels during the blackout period.
