About this opportunity

The City of Portland Bureau of Transportation is seeking qualified firms for on-call, as-needed transportation planning services across four service categories under RFP 2693, with proposals due March 26, 2026, and notice of intent to award issued in April and May 2026. The City intends to award up to 14 price agreements total: five in Transportation Planning, three in Urban Design & Landscape Architecture, three in New Mobility & Emerging Transportation Technologies, and three in Parking & Curbside Management.

The City prioritizes local businesses and contractors owned by people of color and women; successful proposers must be EEO certified and compliant with the Equal Benefits Program. Firms must obtain a City of Portland Tax Registration Number and maintain Commercial General Liability ($2 million per occurrence), Automobile Liability ($2 million per accident), and Professional Liability/Errors & Omissions ($1 million per occurrence / $3 million aggregate) insurance.

The maximum not-to-exceed amounts are $2.5 million for Transportation Planning, $1 million for Urban Design & Landscape Architecture, $1 million for New Mobility & Emerging Transportation Technologies, and $2 million for Parking & Curbside Management. The cumulative total of all price agreements awarded cannot exceed $24.5 million. Individual task orders are capped at 20 percent of the price agreement value. Compensation is negotiated based on hourly rates and estimated hours per task order, with no guarantee of work assignment or that the total dollar limit will be reached.

Proposals are limited to sixteen pages, excluding resumes for key personnel. Addendum 02 extended the original proposal due date from March 5 to March 26, 2026. The City maintains its own Visum travel demand model and does not anticipate procuring external demand forecasting services requiring regional travel demand modeling. Proposals must address corporate responsibility and equity goals, including equal opportunity in subcontracting, sustainable business practices, and community involvement. Subconsultants need not be identified at proposal stage; they will be determined at the task order level. The five-year on-call contract term begins with notice to proceed in May 2026.
