About this file

This Addendum No. 01 modifies the RFP No. 00002693 issued by the City of Portland, Oregon's Procurement Services division for On-Call Transportation Planning services encompassing Urban Design & Landscape Architecture, New Mobility & Emerging Transportation Technologies, and Parking & Curbside Management. Proposals are due March 5, 2026, before 4:00 pm. The City seeks qualified firms to provide transportation planning and related services on an on-call basis, with specific scopes of work to be defined in individual task orders as business needs arise.

Key clarifications provided in this addendum address subconsultant requirements, proposal submission procedures, and evaluation criteria. Proposers are not required to identify subconsultants in their proposals, as the on-call nature of the work means subconsultants will be determined after specific task order scopes are developed. Firms proposing on multiple service categories must submit separate proposals for each category. Proposers may apply for individual sub-components within categories rather than the full service offering. The City clarified that it maintains its own travel demand model using Visum software and does not anticipate needing external demand forecasting services requiring regional travel demand modeling. Evaluation will be based on information submitted in response to the evaluative criteria outlined in Part II, Section C of the RFP for each service category, with distinction made between key personnel's relevant project experience and their demonstrated performance record through notable achievements.

ADDENDUM NO. 01

RFP No. 00002693

FOR

Transportation Planning

Urban Design & Landscape Architecture

New Mobility & Emerging Transportation Technologies

Parking & Curbside Management

Proposals Due: March 5, 2026 Before: 4:00 pm

This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.

This Addendum shall address questions received.

The following language is added to/deleted from the solicitation. New language is in bold AND underline and deleted language is in strikethrough:

Questions:

Q1. When proposing, are we limited to using subs included in our proposal or would it be allowed, with the City’s permission, to bring on additional subs as task orders arise?

A1. The proposer does not need to identify their subconsultants for future task order work in the proposal. As stated in the solicitation in Part I, Section A, Subsection 5, Task Orders, “subconsultants [...] will be defined in the Task Order prior to the commencement of the work.”

Q2. Does the City require or prefer that proposers include complete subconsultant teams, qualifications, and information in their response?

A2. See response to question 1. The City does not expect proposers to submit a list of subconsultant teams or their qualifications in their proposals. Due to the On-Call nature of this work, the specific scope of work for each task order has yet to be defined, therefore the subconsultants that may be best suited for that work would likely be identified after a business need has been identified and the specific scope work has been developed.

Q3. Proposal per Service Category Page 3 of the RFP states, “Proposers who submit proposals for multiple service categories may be awarded a Price Agreement in multiple service categories. A Proposer wishing to be considered for Price Agreements in multiple service categories must submit a proposal in each service category for which they wish to be considered.” Could you please confirm whether the City requires a separate, standalone proposal submission for each service category under which a Proposer seeks consideration?

A3. Correct. Proposers who wish to propose on multiple categories of work must submit separate proposals for each category of work.

Q4. Service Category 1, Transportation Planning: Demand Forecasting Under Service Category 1, the scope includes demand forecasting. Does the City anticipate that certain Task Orders will require application of a regional travel demand model? If so, could you please clarify which model(s) the City expects consultants to use?

A4. The City has our own modeler who works closely with Metro, our regional government. We build and maintain a City specific model using the Visum modeling software, so we don’t expect to need this particular service.

Q5. Do proposers need to cover the full set of services in a category, or can they apply for individual sub-components?

A5. Proposers may apply for individual sub-components in any given category, but please note that our proposers will be scored based the information included in Part II, Section C, Evaluative Criteria for each service category for which they will be submitting a proposal.

Q6. When responding to RFP #2693, do we submit separate proposals for separate categories work, or can we package them as one single PDF?

A6. See response to question 3. Proposers who wish to propose on multiple categories of work must submit separate proposals for each category of work.

Q7. Regarding RFP 2693, the RFP doesn't request qualifications of subconsultant firms. Are subconsultants to be included in the team/proposal? If so, what information is requested about the subconsultants?

A7. Correct. Please see responses to questions numbers 1 & 2 above.

Q8. In the Project Team, item b. what is the difference between item iii. Directly relevant experience on similar or related projects versus item vi. Demonstrated performance record, please provide examples.

A8. Experience can be obtained by key personnel by simply participating on a project team for a certain type of project; however their performance record may be distinguished from their mere participation on a project team by identifying notable achievements resulting from their involvement on that project.

Q9. Does PBOT expect firms to develop full and fixed teams as part of the proposal/submittal or will PBOT assess the qualifications of only the prime firm and allow subconsultants to be added as needed for task order work?

A9. Please see responses to questions numbers 1, 2 & 7 above. Qualifications will be assessed based the information included in Part II, Section C, Evaluative Criteria for each service category for which a Proposer will be submitting a proposal.
