About this file
This addendum to RFP No. 00002693 issued by the City of Portland, Oregon, Procurement Services division, modifies the specifications for an on-call transportation planning engagement covering urban design and landscape architecture, new mobility and emerging transportation technologies, and parking and curbside management services. The original proposal due date has been extended from March 5, 2026, to March 26, 2026, at 4:00 pm. The solicitation requires proposals not to exceed sixteen pages, excluding resumes for key personnel, which must be organized under Section 5, Supporting Information of the proposal submission.
The addendum clarifies that the City of Portland Bureau of Transportation (PBOT) will not procure technology through this engagement and will utilize internal services for technology procurement, though consultants may be engaged on procurement strategy matters. Proposers are not required to identify subconsultants in their proposals, as these will be defined at the task order level prior to work commencement; however, the full consultant team anticipated to perform work on future task order projects must be provided as requested. All inquiries regarding the solicitation should be directed to Jin Huang, Senior Procurement Specialist, at jin.huang@portlandoregon.gov.

It is the responsibility of all respondents to conform to this addendum.
This Addendum shall address questions received.
The following language is added to/deleted from the solicitation. New language is in bold AND underline and deleted language is in strikethrough:
The Proposal Due date has been extended from March 5, 2026 to March 26, 2026 before 4:00 pm.
Questions:
Q1. Does PBOT anticipate an emphasis on direct support for technology procurement and deployment in addition to curbside policy, pricing, and delivery management strategies?
A1. PBOT will not be procuring any technology through this process and will utilize internal services for technology procurements. PBOT may engage consultants on procurement strategy, but that would be the extent of their involvement.
Q2. Section 5: Supporting Information: Is there specific content required for this section?
A2. Part II, Proposal Preparation and Submittal, Section B Proposal Submission, Subsection 7, Organization of Proposal lists six distinct categories to help organize the proposal; this question relates to the fifth item in that list, “Supporting Information.”

Part II, Proposal Preparation and Submittal, Section B Proposal Submission, Subsection 2 Proposal states “Proposals must be clear, succinct and not exceed sixteen (16) pages.” This section further states that “[…] resumes […]do not count in the overall page count of the proposal.” However, Part II Proposal Preparation and Submittal, Section C Evaluation Criteria, Subsection 2c Project Team states “Provide a professional resume for each key personnel.”
With this understanding, please organize your proposal carefully and ensure that all resumes that you will submit as part of your response to Part II, Section C, Subsection 2c, are organized under Section 5, Supporting Information. We ask you to organize your proposals in this way so that we can ensure your proposals are under our page limit when they are submitted.
Q3. Consultant Teams: Should we include subconsultants and propose a full team at this stage, or will teams be formed later at the task order/project level?
A3. The proposer does not need to identify their subconsultants for future task order work in the proposal. As stated in the solicitation in Part I, Section A, Subsection 5, Task Orders, “subconsultants [...] will be defined in the Task Order prior to the commencement of the work.” However, the full consultant team who may be performing work on future Task Order projects should be provided as requested in Part II, Section C, Subsection 2, Project Team.
Please direct all questions and concerns to Jin Huang, Senior Procurement Specialist at jin.huang@portlandoregon.gov.
