About this opportunity

Bernalillo County's Procurement & Business Services Department is seeking proposals for on-call architectural and engineering professional services through RFP #02-26-DC. The county intends to establish a multiple-award contract with qualified firms across five service categories: General Architectural Services, Building Commissioning, Special Inspections/Testing/Geotechnical Engineering, Mechanical Engineering, and Electrical Engineering. Firms must provide comprehensive design services including code review, electrical design, solar/photovoltaic design, sustainable design, materials research, cost estimating, and independent design review. Proposal evaluation will be based on three key criteria: Specialized Design and Technical Competence (30 points), Capacity and Capability (40 points), and Past Record of Performance (30 points). The non-mandatory pre-proposal conference is scheduled for July 24, 2025, at 2:00 p.m., with technical proposals due electronically on August 7, 2025, at 4:00 p.m. through the Bonfire eProcurement system. The county anticipates proposal evaluation during the week of August 11, 2025, potential interviews the week of August 18, 2025, and a tentative notice of award on August 20, 2025.

The procurement includes preferences for local businesses, small businesses, resident businesses, and veteran-owned businesses, potentially offering additional points in the evaluation process. Participating firms must maintain a New Mexico office with full-time staff and possess appropriate professional certifications. The contract will have an initial four-year term with an optional two-year renewal, allowing task orders to be issued up to six years from the master agreement date. While no specific incumbent vendors are mentioned, the county will not renew existing on-call contracts, and current projects under existing contracts will continue under previous terms. There is no maximum cumulative contract dollar amount, with contract approvals varying by value: section managers can approve contracts up to $500,000, FFM directors can approve contracts between $500,000 and $1,000,000, and the deputy county manager must approve contracts exceeding $1,000,000. Compensation will be structured as lump sum totals for individual projects, determined through negotiated task order forms, and firms must maintain professional liability insurance and meet New Mexico licensing requirements.
