This document is an addendum to a Request for Proposal (RFP) for On-Call Architectural & Engineering Services issued by Bernalillo County's Procurement and Business Services Department in New Mexico. The addendum, dated July 29, 2025, provides updates to the existing RFP, specifically addressing the newly adopted New Mexico Architect Rate Schedule (GSD Rule No. 85-510) effective June 10, 2025. The document includes responses to potential offerors' questions, clarifying aspects such as service scope, workload requirements, insurance expectations, and proposal formatting guidelines.
The addendum includes an updated Architect Rate Schedule with detailed fee percentages based on project maximum allowable construction cost (MACC), ranging from negotiating below $99,000 to projects over $50 million. The document outlines the county's preferences for architectural services, indicating a desire for firms that can provide comprehensive services across various project types, including specialized facilities like broadcast centers, laboratories, convention centers, and educational buildings. The RFP emphasizes the need for design professionals to provide complete services from programming through construction administration, including detailed documentation, code compliance, and coordination with county officials throughout the project lifecycle.

IV. RFP QUESTIONS & ANSWERS
Q1: Our firm offers most of the services identified in the RFP under Category 1, "Evaluation & Planning Services”. However, we are not a full A/E design firm, and we limit our services to pre-design and post-design services. We have provided this type of services to the County in the past. Will Bernalillo County consider awarding an on-call contract to a firm such as ours, or will awards be restricted to firms offering full A/E design services?
A1: It is Bernalillo County’s preference to award Category 1 services to a firm(s) that can provide complete services as listed in the RFP; however, firms are welcome to submit their qualifications and rationale supporting firm’s capability for the Evaluation Committee’s consideration.
Q2: Will Bernalillo County be updating their Architect Rate Schedule in alignment with the updated State NMAC 1.5.18 schedule in place as of June 10, 2025?
A2: Yes, Bernalillo County has updated the Architect Rate Schedule to reflect GSD Rule No. 85-510 - Architect Rate Schedule filed 5/8/1985 Replaced by 1.5.18 NMAC - Architect Rate Schedule effective 06/10/2025
Q3: Should the listed workload be for the entire office or just the internal team presented
A3: Please provide the listed workload for the internal team presented/assigned to this RFP to ensure capacity to address this scope of work. Successful Offeror(s) will be engaged by Bernalillo County on a per project basis to confirm firm workload/availability as required.
Q4: In Section D, Item 23C, there is a requirement for Business Automobile Liability. Our business does not own a company vehicle, nor do we have any vehicles registered to our business and therefore do not have commercial vehicle liability insurance. We only have personal vehicles which of course, are insured.
We can provide evidence of our personal vehicular insurance if required. Our commercial insurance carrier has informed us on previous projects that it is impossible to get commercial vehicle liability insurance without a vehicle being owned or registered with the business. Can this requirement be waived if we do not have a company owned vehicle and therefore can not obtain commercial vehicle insurance?
We can provide a letter from our commercial insurance carrier stating that this type of insurance is not available for non-company owned cars.
A4: The County has an auto wavier form that will be required for companies that do not have commercial automobile insurance that may be completed at time of project award.
Q5: Item III. Response Format and Organization, Item B. indicates the text shall be of font size no smaller than 10 point using font type Times New Roman or equivalent. Can you provide more specific guidance on what is "equivalent"? Can we use a sans serif font for this proposal?
A5: Yes, Sans Serif font is acceptable and the County is flexible with various typface as long as the text is legible.
Q6: Page 18 of the RFP requires the form in Appendix E to be completed and submitted with offeror's response. Appendix E and the disclosure form is missing. Is this still required with the submittal? If so please provide.
A6: Appendix E- Unfair Business Practices Disclosure Form is contained within the Bonfire Portal and requires offerors to download the document for completion.
Q7: NM GSD Rule No. 85-510 replace the NM Architect's Rate Schedule effective June 10, 2025. This information was published in NM Commission of Public Records voojum XXXV1-6/10/25. The new rate schedule can be found in 1.5.18 NMAC. Rates across the board have been raised to reflect the level of effort required by current architectural practice since the old scheduled published in 1985. Will Bernalillo County be amending appendix G to reflect the new statuatory requirement in 1.5.18 NMAC?
A7: Yes, Bernalillo County has updated the Architect Rate Schedule to reflect GSD Rule No. 85-510 - Architect Rate Schedule filed 5/8/1985 Replaced by 1.5.18 NMAC - Architect Rate Schedule effective 06/10/2025
