About this file
This document is an Addendum No. 2 to a Request for Proposal (RFP) issued by Bernalillo County's Procurement and Business Services Department for On-Call Architectural & Engineering Services, identified as RFP-02-26-DC. The addendum clarifies and revises submittal requirements and evaluation criteria for architectural and engineering services, with a focus on various design services including code review, electrical design, solar/photovoltaic design, sustainable design, materials research, cost estimating, and independent design review. The document provides detailed guidance for potential offerors on proposal submission, including specific requirements for File #1, which must contain a table of contents, submittal letter form, and campaign contribution form.
The RFP seeks architectural and engineering firms capable of providing comprehensive services across multiple project categories, with a total possible evaluation score of 100 points. Evaluation will be based on three main criteria: Specialized Design and Technical Competence (30 points), Capacity and Capability (40 points), and Past Record of Performance (30 points). The county recommends that offerors maintain a New Mexico office with full-time staff and will accept various professional certifications for commissioning agents. Compensation will be structured as lump sum totals for individual projects, with fees determined by a written Task Order Form. The addendum also clarifies that existing on-call contracts will not be renewed, and any projects under current contract will continue under previous terms, while new projects will be subject to this new solicitation's terms and conditions.

IV. RFP QUESTIONS & ANSWERS
Q1: Page 19, III. Response Format and Organization, C. Proposal Organization, lists the following:
File #1 (Mandatory)
1. Table of Contents
2. Submittal Letter Form
3. Campaign Contribution Form
4. Table of Contents
5. Response to Proposal Requirements (Section V)
6. Additional Materials
7. Back Cover
The list suggests that the submittal letter form and the campaign contribution form are both included in file #1. However, the submittal letter form and the campaign contribution form each have their own designated uploads on the Portal. Are the Submittal Letter Form and Campaign Contribution Form uploaded integrated within File #1 and also uploaded separately, or only uploaded once to their respective upload tabs?
A1: Please include the Submittal Form and Campaign Contribution Form in File #1 and upload separately into the respective upload tabs within the Portal. Then the intent of having these documents included in File #1 is to provide the evaluation committee with a complete package. The upload into the portal is to ensure all documents are submitted in the respective upload tabs.
Q2: Hello. Is the cover letter included in the 15 page limit?
A2: Per III. RESPONSE FORMAT AND ORGANIZATION, PROPOSAL FORMAT, The Submittal Letter is excluded from the maximum page count.
Material excluded from the maximum count shall include and shall be limited to:
• Front cover (blank on back side)
• Divider pages (blank except for title information)
• Table of Contents (one page maximum)
• Submittal Letter Form
• Cost Detail
• Certificate(s) of insurance
• Resident Business Certificate
• Resident Veteran Business Certificate
• Campaign Contribution Disclosure Form
• Unfair Business Practices Disclosure Form
• Back cover (blank on one side)
ANY SHEETS OR PAGES INCLUDED IN THE PROPOSAL, BUT NOT SPECIFICALLY EXCLUDED,
AS NOTED ABOVE, SHALL BE COUNTED TOWARDS THE MAXIMUM SHOWN ABOVE.
Q3: On Page 26, the RFP states "Category 2 Building Commissioning Agent shall be properly licensed with the New Mexico Construction Industries Division or State of New Mexico"
Commissioning Agents are not typically licensed through the State and are usually certified through organizations such as the AABC Commissioning Group (ACG), Building Commissioning Association (BCxA), and others. Will these be accepted in lieu of the New Mexico Construction Industries Division / State of New Mexico?
A3: Yes, other certifications from other entities will be accepted in lieu of requirement for CID licensure.
Example certifications include but are not limited to:
• Certified Building Enclosure Commissioning Provider (CBECxP): Offered by the International Institute of Building Enclosure Consultants (IIBEC)
• Certified Commissioning Professional (CCP): This certification, offered by the Building Commissioning Certification Board (BCCB)
• Building Commissioning Professional (BCxP): The American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE)
• Certified Commissioning Authority (CxA): Offered by the AABC Commissioning Group (ACG)
• Certified Building Commissioning Professional (CBCP): Provided by the Association of Energy
Engineers (AEE)
Q4: Can you please also confirm if this is referencing the individual or the firm certification?
A4: The Certification will apply to the individual dedicated to proposed scope of work.
Q5: The requirements outlined in Section V: Submittal Requirements do not match the requirements outlined in Section VI: Evaluation Criteria. For example, in Section V: Submittal Requirements it appears Offerors should include key personnel qualifications and experience within the Specialized Design and Technical Competence section, but in Section VI: Evaluation Criteria it seems that key personnel information is requested within the Capacity and Capability section. Can you please confirm which outline of requirements we should follow in our submittal: Section V: Submittal Requirements or Section VI: Evaluation Criteria?
A5: The submittal requirements have been revised for clarity and consistency. Please see Section VI in this Addendum - Evaluation Criteria. The Evaluation Committee will rate offerors based upon Section VI- Evaluation Criteria and attached for reference.
