About this file

This document is a Request for Proposal (RFP-02-26-DC) issued by Bernalillo County, New Mexico, for On-Demand Architectural and Engineering Services. The RFP seeks to establish multiple master agreements with architectural and engineering firms across five service categories: General Architectural Services, Building Commissioning, Special Inspections and Geotechnical Services, Mechanical Engineering Services, and Electrical Engineering Services. The contract will have an initial four-year term with an optional two-year renewal, and task orders can be issued up to six years from the master agreement date. The pre-proposal meeting is scheduled for July 24, 2025, with technical proposals due on August 7, 2025, and a tentative notice of award planned for August 20, 2025.

The vendor selection process will be based on three key criteria: current workload and performance with the county, cumulative contract spend across firms, and relevant experience and project-specific qualifications. The county aims to ensure equitable distribution of work, balanced workloads, and meaningful contract participation. Proposals will be evaluated on specialized design and technical competence (30 points), capacity and capability (40 points), and past record of performance (30 points). The maximum cumulative contract dollar amount for any single firm is unlimited, with threshold approvals varying based on contract value: section managers approve contracts up to $500,000, FFM directors approve contracts between $500,000 and $1,000,000, and the deputy county manager approves contracts exceeding $1,000,000.

Vendor Selection Process

Current Workload & Performance with the County: Assessment of each firm’s current workload under active County contracts and performance on County projects.

• Timely and efficient completion of projects with quality of performance;

• Balanced distribution of work to avoid overburdening any single firm;

• Availability of firm personnel and resources to meet project deadlines.

• Performance of firm considering design and technical components including responsiveness, design quality, and overall County satisfaction.

This approach supports a fair, transparent, and effective method for assigning design projects under the multi-award RFP, while promoting design excellence, contract equity, and meaningful results for our community.

1.

Cumulative Contract Spend Across Firms: Review of the total dollar amount awarded to each firm under the contract to date along with project type.

• The cumulative value of work assigned to each design team;

• Opportunities to engage underutilized firms and ensure meaningful contract participation;

• Attempt to be equitable with fair and transparent distribution of public funds.

Relevant Experience and Project-Specific Qualifications: Teams will be evaluated for their specific experience and qualifications related to the upcoming project.

• Prior experience with similar project types, scales, or scopes;

• Demonstrated knowledge of relevant codes, standards, and community considerations;

• Past performance on County projects, including responsiveness, innovation, and quality of work.
