About this opportunity
Walton County, Florida, Board of County Commissioners is procuring a construction contract (ITB #26-03) for the Old Town of Santa Rosa Foreman Property Nellie Drive Extension project through competitive sealed bidding. The project involves constructing approximately one mile of roadway extension for Nellie Drive from Chat Holley Road to US Highway 98 (adjacent to 2038 US Highway 98) within Sections 25 and 26, Township 2S, Range 20 in Walton County. The scope of work encompasses a three-lane typical section roadway with two 12-foot travel lanes and paved shoulders, a 10-foot multi-use pedestrian path, stormwater conveyance and management facilities, box culvert construction, gravity and retaining walls, and landscaping for erosion control, all in compliance with Florida Department of Transportation (FDOT), Army Corps of Engineers, and Northwest Florida Water Management District requirements. The project includes 38+ line items covering site clearing and grubbing (14.6 acres), excavation (approximately 90,000 cubic yards combined), embankment work (72,389 cubic yards), asphalt paving (3,444 tons), concrete curb and gutter (10,542 linear feet), concrete sidewalks (4,151 square yards), and multiple pipe culvert installations ranging from 18 to 42 inches in diameter. The contract duration is 365 calendar days to substantial completion with an additional 30 calendar days for punch list completion, with work to commence within 10 business days of Notice to Proceed. Sealed bids must be submitted electronically via the County's e-Procurement Portal at https://procurement.opengov.com/portal/waltoncountyfl by January 20, 2026, at 10:00 AM, with public bid opening immediately following. A non-mandatory pre-bid conference is scheduled for November 19, 2025, at 8:30 AM at the Office of Central Purchasing in DeFuniak Springs, Florida, with teleconference participation available. Questions must be submitted by December 10, 2025, at 12:00 PM through the e-Procurement Portal. Bidders must be FDOT prequalified in work classes 7 (Drainage), 10 (Flexible Paving), 11 (Grading), 12 (Grassing, Seeding, and Sodding), 28 (Pavement Marking), 38 (Roadway Signage), and 40 (Sidewalk), with proof of prequalification required at bid submission. Successful bidders must demonstrate relevant experience with similar projects, current financial capability, all required federal, state, and local licenses, and ability to do business in Florida. Liquidated damages are assessed at $3,813.00 per calendar day for failure to achieve substantial completion within 365 days or final completion within 30 days of punch list issuance.
The County encourages participation from small, local, veteran-owned, disadvantaged, and female-owned businesses, with local vendors potentially receiving preference if their bid falls within 5 percent of the lowest responsive bid. Bidders must complete mandatory forms including a non-conflict of interest statement and must comply with all federal, state, and local laws, including E-Verify employment eligibility verification requirements and prohibitions against convicted vendor list inclusion. No incumbent vendor information has been identified for this procurement. Bid security of five percent of the base bid price is required in the form of a certified bank check or bid bond issued by a surety with at least an "A-" policyholder's rating and Class VII financial rating listed on the U.S. Treasury Department's T-list. The successful contractor must furnish Performance and Payment Bonds equal to the contract price and maintain comprehensive general liability insurance ($1,000,000 per occurrence/$5,000,000 annual aggregate), workers' compensation insurance with statutory limits, and comprehensive automobile liability insurance ($300,000 combined single limit). The project is funded through FDOT Grant No. G2C01, which extends through March 31, 2027, with the state providing 100 percent participation in eligible construction costs. The estimated project cost is approximately $9.95 million based on the Opinion of Probable Cost, with a subtotal of $9,048,250.31 and a 10 percent contingency of $904,825.03. The County reserves the right to reject any or all bids, to value engineer the scope of work if the low bid exceeds budget, and to conduct negotiations with the lowest responsive and responsible bidder or review the three lowest bids if value engineering is required.
