About this file

This is a geotechnical report prepared by Southern Earth Sciences, Inc. for Halff Associates, Inc. regarding subsurface soil and groundwater conditions at the Old Town Santa Rosa Regional Stormwater and Event Venue project site in Santa Rosa Beach, Walton County, Florida. The report documents additional geotechnical field and laboratory testing conducted in May, June, and August 2023 to support stormwater design for approximately fifty acres of proposed wet detention ponds, with eleven ponds anticipated to range from 0.4 to 13.7 acres. Field investigations included forty hand auger borings to depths of 1.6 to 6.4 feet and twenty-seven direct push borings to depths of 10 to 15 feet below existing ground surface. Laboratory testing analyzed eighty-four samples for natural moisture content, sixty-nine samples for percent passing 200 mesh sieve, and eleven samples for organic content in accordance with ASTM standards. The site elevation ranges from approximately +5 to +12 feet, with groundwater levels measured between 0.5 to 5.0 feet below existing grade and estimated seasonal high groundwater levels ranging from existing ground surface to approximately 3.9 feet below grade, averaging 1.4 feet below existing grade across all test locations.

Subsurface soils encountered are predominantly fine sands, with varying amounts of topsoil, organic-laden sands, peaty sands, and organics in the upper 12 to 18 inches, transitioning to slightly silty and slightly clayey clean sands beyond five feet depth. The vast majority of encountered soils are suitable for structural fill reuse; however, soils with organic content, silty and clayey sands with greater than twelve percent fines passing the U.S. No. 200 sieve, and peat/peaty sands should not be reused for structural fill purposes and may only be utilized in green or non-structural areas. A critical consideration is that soils below the groundwater level exist in saturated conditions; if placed in their natural saturated state, pumping and yielding would occur during placement, requiring stockpiling and aeration time prior to use. The report emphasizes that groundwater levels should be verified prior to excavation and notes that mass clearing of vegetation may increase groundwater level fluctuations, though the large surface area of proposed ponds will likely increase evaporation and evapotranspiration levels, potentially offsetting this effect.

Subject: Additional Geotechnical Services for the Old Town Santa Rosa Regional Stormwater and Event Venue in Santa Rosa Beach, Walton County, Florida

Dear Mr. Culton:

Southern Earth Sciences, Inc., has completed the geotechnical services for stormwater for the Old Town Santa Rosa Regional Stormwater and Event Venue in Walton County, Florida.

Our services were performed in general accordance with SESI proposal number XP22-6.28.22- 1A (Revised), dated July 27, 2022. We have previously submitted a preliminary report for stormwater, dated July 10, 2023, and also a final report for the Nellie Dr extension, dated July 31, 2023.

This report presents the results of our additional field and laboratory testing and includes soil and groundwater conditions for stormwater design as well as deeper soil conditions for potential reuse.

FIELD INVESTIGATIVE PROCEDURES:

Prior to our testing, test locations were marked in the field and lanes were cleared through the property to gain access with our equipment. The lanes were cleared by a third party, subcontracted through SESI. Borings were located using a hand-held GPS, therefore, locations should be considered approximate. See the attached Figure S-I through S-III for our approximate test locations. Additionally, we provided our boring coordinates to you and received the ground elevations at our boring locations. Ground elevations at our boring locations should be considered approximate since they are based upon simple hand-held GPS.

On May 31 and June 5, 2023, personnel with our firm traveled to the project site and completed the initial field testing for the above referenced project. For our geotechnical investigation, forty (40) hand auger borings were performed to depths ranging from approximately 1.6 to 6.4 feet below the existing ground surface. The soil samples were collected in air-tight containers and delivered back to our laboratory for soil classifications and laboratory testing.

Halff Associates, Inc.

Old Town Santa Rosa – Stormwater

On August 4, 23, 24, and 30, 2023, personnel with our firm traveled to the project site and completed the additional deeper borings for the project. For our additional geotechnical investigation, twenty-seven (27) direct push borings were performed to depths of 10 to 15 feet below existing ground surface. The direct push samples were obtained with our Geoprobe 6622 and the DT22 soil sampling system. This is a closed-piston sampler, with an inner piston rod and outer drive casing, and is driven to the top of the sampling interval. The inner piston rod is removed and the sampler is driven to collect a soil sample. The soil samples are collected in a clear 5-foot PVC liner and were delivered back to our laboratory for soil classification and laboratory testing.

LABORATORY TESTING PROCEDURES:

Laboratory investigative work consisted of physical examination of samples obtained during the soil test boring operation. Soil samples were visually classified in the laboratory in accordance with the Unified Soil Classification System. Evaluation of these samples, in conjunction with cone penetration resistances, have been used to estimate soil characteristics.

Natural Moisture: Eighty-four (84) samples were selected for determination of their natural moisture content. In the laboratory, each sample was weighed, dried, and its moisture content was calculated in general accordance with ASTM D2216.

Percent Passing 200 Mesh Sieve: Sixty-nine (69) samples were selected to determine their percent of materials, by dry weight, finer than the U.S. Number 200 Mesh Sieve. This test was performed in general accordance with ASTM D1140.

Organic Content: Eleven (11) samples were selected to determine the organic content of the material. In the laboratory, each sample was weighed, dried, and its organic content computed in accordance with ASTM D2974.

The laboratory test results are shown on the boring logs at the depth of the tested sample. Abbreviations for laboratory data are shown below.

NM = Natural Moisture Content (%) -200 = Percent finer than the U.S. No. 200 mesh sieve

ORG = Organic Content (%)

FIELD TESTING FOR STORMWATER DESIGN:

While the borings performed for this project are representative of subsurface soil conditions at their respective locations/depths and for their respective vertical reaches, local variations of the subsurface materials, and seasonal high groundwater levels are anticipated.

Soil descriptions and seasonal high groundwater levels represent subsurface conditions at the designated locations.

We understand the proposed stormwater management system includes approximately fifty (50) acres of wet detention ponds. As noted above, the majority of the parcels are wooded, however, some areas have been cleared. There are existing mosquito control ditches throughout the site, running north/south along the main access trail and east/west along another access trail. Since the date of our initial testing, we have received proposed pond locations. There will be 11 wet detention ponds. Based upon the provided information, these ponds will range from approximately 0.4 to 13.7 acres. Three of the ponds will be less than 0.6 acres, however the remaining ponds range from approximately 2.8 to 13.7 acres. These ponds will be tied into the existing mosquito control ditches located at the southern end and eastern side of the site. Pond bank elevations range from +8 Feet on the north side to +12 Feet on the south side. At this time pond bottom elevation is in development. Based upon the provided topographic information, the site ranges from approximately +5 to +12 Feet, generally sloping downward from the south toward the north.

Based upon the results of our borings, the soils encountered within their depths are predominantly sands. The soils consisted of sands, varying in color and texture, ranging from slightly clayey to clayey, slightly silty, and clean sands. Typically, within the top 12 to 18-inches we encountered various amounts of topsoil, organic laden sands (peat/peaty sands), and organics. The logs of our borings are attached. Based upon the recently received topographic information, we have assigned ground elevations to our previously performed hand auger borings as well as the recently performed direct push borings. Again, ground elevations should be considered approximate.

Based upon the results of our direct push borings, the soil conditions within the top four to five feet are consistent with those encountered within our hand auger borings. Beyond 5 feet, we typically encountered slightly silty to slightly clayey and clean sands. However, silty and clayey sands were encountered at localized areas. Some of these soils contained various amounts of organics. Organic laden sands or silty to clayey sands were encountered at test locations SW-1, SW-5, SW-6, and SW-10, beyond five (5) feet from existing ground surface.

These soils were observed from one to five feet in thickness. These soils should not be reused for structural fill soils.

The vast majority of the soils encountered within our borings appear to be suitable for structural fill. However, silty and clayey soils, greater than 12% fines passing the US No. 200 Sieve should not be used for structural fill. These soils may be used in green/non-structural areas. Soils containing organics, including roots/wood, as well as peat/peaty sands should not be reused for structural fill. Again, these should be segregated from suitable soils and may be reused in green/non-structural areas.

One of the biggest concerns with utilizing the existing soils for reuse, these soils are below the groundwater level and in a saturated condition. If these soils were placed in their natural/saturated condition, pumping and yielding would occur during placement. In order for these soils to be in a workable condition, they will need to be stockpiled and allow time to drain/aerate prior to placement. Stockpiled soils should be turned regularly for aeration and site grading should allow for drainage away from the stockpile. Additionally, some site contractors have utilized sock drains beneath and around a stockpile to allow for additional drainage.

Groundwater levels were measured on the date of our field testing (mentioned above) and are indicated on the attached boring logs, which range from approximately 0.5 to 5.0 feet below existing grade. Based upon the results of our borings, average depth to groundwater across all of our test locations was approximately 2.7 feet below existing grade.

At our test locations, seasonal high groundwater level was determined by characteristics such as soil colors, soil mottles, depth to root zone, and redoximorphic features. Based upon the results of our initial hand auger borings and recently performed direct push borings, the estimated depth to seasonal high groundwater level ranges from the existing ground surface to approximately 3.9 feet (±0.5 feet) below existing ground surface. Based upon the results of our test locations average depth to seasonal high groundwater elevation across all test locations was approximately 1.4 feet (±0.5 feet) below existing ground surface. Please refer to the individual boring logs attached. We anticipate seasonal low groundwater levels range from approximately 0.5 to 1.5 feet below measured groundwater levels. Fluctuations in the water table depths will occur due to changes in gradient, seasonal precipitation/evapotranspiration differences, and any wetland/neighboring drainage influences. Therefore, it is highly recommended that the groundwater levels be verified prior to any excavations on the site. One additional consideration, with the mass clearing of pines and underbrush, rainfall will increase the fluctuation of the groundwater levels and seasonal groundwater levels due to the lack of vegetation. However, this may be a negligible effect since the large surface area of the proposed ponds will have a significant increase in the evaporation and evapotranspiration levels.

GENERAL COMMENTS:

Professional judgments on design criteria are presented in this letter. These are based partly on our evaluations of technical information provided, partly on our understanding of the characteristics of the project being planned, and partly on our general experience with subsurface conditions in the area. We do not guarantee performance of the project in any respect, only that our judgments meet the standard of care of our profession.

This information is exclusively for the use and benefit of the addressee(s) identified on the first page of this report and is not for the use or benefit of, nor may it be relied upon by any other person or entity. The contents of this letter may not be quoted in whole or in part or distributed to any person or entity other than the addressee(s) hereof without, in each case, the advance written consent of the undersigned.

This report has been prepared in order to aid in the evaluation of this property and to assist the engineers in stormwater design. It is intended for use with regard to the specific project discussed herein, and any changes in the pond locations, or assumed (or reported) grades shall be brought to our attention immediately so that we may determine how such changes may effect our conclusions and recommendations. Our report does not address environmental issues which may be associated with the subject property.

While the borings performed for this project are representative of subsurface soil conditions at their respective locations and for their respective vertical reaches, local variations of the subsurface materials are anticipated and may be encountered. The boring logs and related information are based on the driller’s logs and visual examination of selected samples in the laboratory. Delineation between soil types shown on the boring logs is approximate, and soil descriptions represent our interpretation of subsurface conditions at the designated boring location on the particular date drilled.
