About this opportunity

Volusia County is requesting proposals for trained personnel to staff the Ocean Center Convention Center and Event Venue in Daytona Beach, Florida across three service lines—Event Staffing, Entry Security (checkpoint operations), and In-Event Security—with proposals due December 9, 2026 at 3:00 p.m. No set-aside or preference program is identified.

The scope encompasses ticket-taking, ushering, guest assistance, and patron-services functions under Event Staffing; operation of safety-check lanes, magnetometer screening, bag inspection, and patron access control under Entry Security; and crowd management, incident response, and physical intervention support during concerts and live entertainment under In-Event Security. Personnel numbers, posts, hours, and specific duties will vary by event and are requested in advance by Ocean Center staff. From August 2025 to August 2026, the Ocean Center utilized third-party staffing for these services 52 times, providing a baseline for anticipated volume and frequency.

The successful proposer will be awarded an initial three-year term with two optional one-year renewals contingent upon mutual written agreement and County Council approval. Payment terms provide for remittance of full payment on undisputed invoices within 45 business days of receipt. The County permits annual price redeterminations based on documented increases in wages, fuel, or materials using the Employment Cost Index or Producer Price Index published by the Bureau of Labor Statistics, and will honor minimum-wage price adjustments if applicable during the contract term.

The proposer must maintain workers' compensation insurance with $1,000,000 limits per accident, commercial general liability with $1,000,000 per occurrence and $2,000,000 general aggregate, commercial auto liability with $1,000,000 combined single limit, professional liability with $1,000,000 per claim and $2,000,000 aggregate, excess umbrella liability of $1,000,000, and crime coverage with $100,000 single loss limits. All policies must name Volusia County as an additional insured with primary and non-contributory coverage and 30 days written notice of cancellation. The proposer must comply with E-Verify, demonstrate fiscal and managerial ability, and maintain a customer-service-focused culture.

A non-mandatory pre-solicitation conference is scheduled for November 13, 2026 at 9:00 a.m. at the Ocean Center. Questions are due November 25, 2026 at 11:59 p.m.
