Summary of Ocean Center Re-Imagined Project File
This project description document pertains to Volusia County, Florida's Ocean Center Convention Center and Event Venue located at 101 N. Atlantic Ave. in Daytona Beach. The County is seeking proposals for trained personnel to support three distinct service lines: Event Staffing (ticket-taking, ushering, guest assistance, and patron-services functions); Entry Security/Checkpoint Security (operation of safety-check lanes, magnetometer screening, bag inspection, and patron access control); and In-Event Security (crowd management, incident response, and physical intervention support during concerts and live entertainment events). The successful proposer must demonstrate high reliability and maintain a positive, customer-service-focused culture. Personnel requirements will vary by event, with the number of staff members, their assigned posts, work hours, and specific duties to be determined and requested in advance by Ocean Center staff based on individual event needs.
From August 2025 to August 2026, the Ocean Center utilized third-party staffing services for Event Staffing and Event Security across 52 separate events, including special worker positions such as event monitors and dock monitors. This historical usage pattern indicates the frequency and scope of services required under the contract. The contract represents a transition from interim third-party staffing arrangements to a formal, dedicated proposer relationship for providing comprehensive personnel services across all three service lines at the venue.
