About this opportunity
The Clay County Board of County Commissioners is soliciting competitive sealed bids for enhancement grading and drainage improvements at Oakleaf Community Park located at 3979 Plantation Oaks Boulevard, Orange Park, Florida. This Invitation for Bid (IFB) seeks qualified and licensed contractors to eliminate or reduce existing drainage issues, including extensive flooding, standing water, and severe erosion that render playing fields and spectator areas inoperative during and after rainfall. The project scope encompasses two phases: Phase I includes grading, restoration, stormwater system and pond improvements, and bahia seed installation in disturbed areas; Phase II includes installation of underdrains and piping to improve runoff conveyance. Additional deliverables include pitcher's mound relocation, twice-monthly litter removal services for six months post-completion, and twice-monthly mowing services for six months following substantial completion. Contractors must be licensed to perform all work, possess a minimum of five years' experience performing similar projects, self-perform at least 40 percent of overall contract work, obtain all required permits, comply with applicable state and local regulations, and provide a two-year warranty on all workmanship and materials from the date of substantial completion. Substantial completion is required within 120 days from the Notice to Proceed, with final completion within 30 days thereafter, subject to liquidated damages of $500 per day for each day exceeding the final completion date. A mandatory pre-bid meeting is scheduled for April 23, 2026, at 11:00 a.m. at the park site. Bids are due on May 7, 2026, at 4:00 p.m., with the bid opening scheduled for May 8, 2026, at 9:00 a.m. All bidders must submit inquiries through the designated Question and Answer tab and are prohibited from contacting County officials, board members, or evaluation committee members outside of formal pre-bid conferences and presentations.
The procurement imposes no stated set-aside designations or restrictions limiting the types of organizations eligible to respond. All bidders must submit a five percent bid bond unless waived by the County Manager and provide proof of certification or registration under Florida law. Insurance requirements include Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Business Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation at statutory limits. Additionally, contractors must maintain Builder's Risk insurance at 100 percent of project value with a deductible not exceeding $25,000 and provide evidence of such coverage through 60 days after bid opening. No incumbent vendor or current contractor information is identified in the procurement documents. The project value is anticipated to be $200,000 or less; therefore, performance and payment bonds are not required, though the contracting documents provide optional bond templates. Award will be made to the lowest responsive bid from a responsible bidder, and the County reserves the right to reject any and all bids without cause and to waive technical or non-material defects. Payment will be processed monthly based on work completed in accordance with the Florida Local Government Prompt Payment Act, with retainage held according to Florida Statutes Section 255.078.
