About this opportunity
The Virginia Department of Transportation (VDOT) Fredericksburg District is soliciting snow and ice removal equipment and services for the 2026-2027 season through the M7B program, with the critical deadline for Minimum Guarantee Payment (MGP) and pre-season bonus eligibility on October 2, 2026 at 11:59 p.m.; late submissions are accepted through November 9, 2026, but forfeit bonuses and MGP. Bids must be submitted via the PLOW4VA online portal at https://plow4va.vdot.virginia.gov, not through eVA. Small, Woman, and Minority-Owned Business (SWaM) certified contractors receive priority status over non-certified contractors.
The scope spans multiple equipment categories across four regional residencies: Fredericksburg, Interstate Maintenance, Northern Neck, and Saluda. Bid lines include 4x4 pickup trucks, single-axle and multi-axle dump trucks, farm tractors, rubber tire loaders, brine spray tanks, motor graders, backhoes, skid steer loaders, supervisory vehicles, material haulers, and lowboy trailers. Equipment must be equipped with functioning Automatic Vehicle Locator (AVL) devices; returning vendors must have units installed and transmitting prior to inspection, while new vendors have five business days to order and ten business days to install and activate. All equipment must be rigged by November 25, 2026, and VDOT-owned machinery returned by April 23, 2027. Contractors must respond to call-in notifications within two hours and work no more than 14 consecutive hours without a six-hour break.
Hourly rates range from $85.00 per hour for supervisory services to $330.00 per hour for large-capacity brine spray tanks. Pre-season bonuses are $1,000 per truck for multi-axle and single-axle trucks and $500 per truck for 4x4 pickups submitted by October 2. Minimum guaranteed payments range from $0 to $3,500 depending on equipment class. Insurance requirements include $500,000 automobile liability, $500,000 general liability, and $100,000 workers' compensation, with VDOT named as additional insured. In-person registration assistance is available July through September 2026. Equipment must pass inspection prior to award, and AVL activation is required by specified dates in November and December 2026.
