About this opportunity

The Virginia Department of Transportation (VDOT) Staunton District is soliciting equipment and operators for snow and ice removal services across the Lexington Residency for the 2026–2027 winter season through the M7B program, with equipment bids due October 16, 2026 via plow4va.vdot.virginia.gov (not eVA). Equipment inspections must be completed by November 13, 2026, and Automatic Vehicle Location (AVL) systems must be installed and operational by December 6, 2026. The agreement period runs from award through April 30, 2027.

Contractors must furnish vehicles, fuel, equipment, and experienced operators to provide emergency snow and ice removal and road treatment services on an as-needed basis within designated VDOT locations. All contractors must be active in the Virginia eProcurement Portal (eVA), comply with W-9 requirements, and maintain State Corporation Commission registration. Insurance requirements include workers' compensation, commercial general liability at $500,000 per occurrence, and automobile liability at $500,000 combined single limit, with VDOT named as additional insured.

Compensation is structured as hourly rates for push time (active winter operations) and standby time (50% of push rate), ranked lowest to highest by equipment type and requested area headquarters. VDOT provides a Minimum Guaranteed Payment for equipment accepted by the October 16 deadline, fuel price index review, and bonus payments to offset preparation costs, with 50% paid at season start and 50% upon equipment return by April 30, 2027. Equipment rigging incentives range from $5,000 for initial contractor-performed rigging to $200 for subsequent rigging; a $50 incentive applies to new AVL device installation.

This is an indefinite-quantity agreement with no guaranteed work volume. VDOT reserves the right to use only its own equipment and to terminate agreements with 60 days' written notice. Prospective contractors should refer to the attached Lexington Residency Notice for complete instructions and critical dates.
