About this file

This is a revised posting flyer from the Virginia Department of Transportation (VDOT) Northern Neck Residency for the 2026-2027 snow removal operations season under the Fredericksburg District. The solicitation invites contractors to register equipment and provide snow removal services through the PLOW4VA online registration system, with open enrollment beginning July 6, 2026. Contractors may submit completed Snow Removal Equipment Agreements with required attachments, including current vehicle registration, automobile insurance, general liability insurance, and workers' compensation documentation. In-person appointment assistance will be available during July, August, and September 2026 for contractors to receive guidance on registration and contract requirements. The critical deadline for eligibility in the Minimum Guarantee Payment (MGP) and pre-season bonus programs is October 2, 2026, with late submissions accepted through November 9, 2026 on an as-needed basis only. All equipment must be successfully rigged by November 25, 2026, and VDOT-issued machinery must be returned by April 23, 2027, in the condition received.

Contractors providing 4x4 pickup trucks meeting bid line requirements will receive a $500 pre-season bonus per truck upon passing inspection, while multi-axle and single-axle trucks will receive $1,000 per truck. All qualifying vehicles must be equipped with Automatic Vehicle Locator (AVL) devices, which vendors are responsible for ordering and installing within specified timeframes. Contractors must maintain Certificate of Liability Insurance naming VDOT as additional insured, with minimum automobile liability coverage of $500,000 combined single limit and workers' compensation coverage of at least $100,000. The document specifies that equipment registrations must meet minimum GVWR or GCWR requirements and include valid VINs and license plate numbers. Contractors are required to monitor designated email addresses for critical correspondence and award information, and equipment failure to meet AVL installation deadlines without written exemption may result in removal from the agreement or cancellation.

Once your company has been informed of your bid acceptance, trucks that qualify for AVL will need to be outfitted with the units.

1. Returning snow vendors must ensure that their AVL unit is installed, activated, and transmitting a signal to Cal Amp Prior to inspection. Equipment will not pass inspection without a fully functioning AVL unit. If your AVL units need to be transferred to a different piece of equipment the vendor must notify the VDOT contract administrator three (3) business days prior to inspection. VDOT inspectors do not have the capability to transfer AVL units. Upon receipt of the AVL, the vendor must install and activate the AVL unit and complete signal transmission testing with Cal Amp with Ten (10) business days of receiving unit. Failure to meet any of these requirements may result in the equipment being removed from the agreement/package, or cancellation of the agreement/package.

2. Once a New Vendor or Returning vendor with a new truck package has been approved, they will have Five (5) business days to order the AVL unit. Once an AVL unit is issued and received by the vendor, the vendor will have Ten

Qualifying vehicles not outfitted with an AVL unit by the deadline without written exemption will be removed from the agreement/package, or the agreement/package may be canceled.
