About this opportunity
The Virginia Department of Transportation Lynchburg District is soliciting snow and ice removal equipment and operator services for the Farmville Residency under the M7B program, with applications due February 19, 2027 — though critical interim deadlines front-load the timeline: Electronic Snow Removal Equipment Agreements must be submitted by October 15, 2026 to qualify for sign-on bonuses and pre-season mobilization payments, or by November 1, 2026 for post-season mobilization only. SWaM-certified (Small, Woman, and Minority-owned Business) contractors receive priority calling status over non-certified contractors at equal pricing and equipment needs.
The scope encompasses equipment and operator services for emergency snow and ice control across Buckingham, Charlotte, Cumberland, and Prince Edward counties, with over 50 line items covering 4WD pickup trucks, single- and multi-axle dump trucks, farm tractors, motor graders, loaders, and both CDL and non-CDL operator services. All equipment must be equipped with Automatic Vehicle Location (AVL) systems by October 31, 2026 and successfully rigged and ready for operations by that date. Equipment must pass VDOT verification and inspection, with operational testing scheduled for November 9–13 and December 7–11, 2026. All contracted equipment must be returned by April 30, 2027.
Pricing is established on an hourly operational basis with District maximum hourly rates ranging from $40.00 for non-CDL operators to $279.00 for 150+ horsepower motor graders with owner-installed front plows. A $1,000 vendor sign-on bonus is available for contractors completing requirements by October 15, 2026. Equipment mobilization payments vary by type, ranging from $500 to $900; VDOT-performed rigging is compensated at $500 for initial installation and $250 for subsequent alterations, while vendor-performed rigging is compensated at $1,500 and $500 respectively. VDOT pays 50 percent of the designated push rate for standby time and the full rate for active operations. This is an indefinite-quantity contract with no guaranteed minimum. Contractors must carry workers' compensation, automobile liability ($500,000 minimum), and general liability or equivalent ($500,000 minimum), with the Commonwealth listed as additional insured. All contractors must register in the Virginia eProcurement Portal (eVA). VDOT encourages SBSD certification to support the Commonwealth's 42% small-business contracting goal. Applications are submitted through plow4va.vdot.virginia.gov.
