About this opportunity

The Virginia Department of Transportation (VDOT) Hampton Roads District is soliciting snow and ice removal equipment with operators for the Williamsburg and Franklin residencies during the 2026–2027 season via the M7B cooperative-purchasing program (Plow4VA), with applications due February 28, 2027 and mandatory submission to eVA portal registration required.

The scope encompasses equipment-with-operator services on an as-needed basis for emergency snow and ice removal during winter weather events. Equipment categories include pickup trucks, dump trucks, motor graders, farm tractors, rubber-tire loaders, snow blowers, backhoes, and other specialized equipment, with or without contractor-provided plows and spreaders. VDOT provides plows, spreaders, and de-icing materials at no cost where applicable. All equipment must pass VDOT verification and inspection, and Automatic Vehicle Location (AVL) systems must be installed and operational by specified ping dates in November and December 2026. Contractors providing four or more vehicles to the same location must supply supervisors with 4-wheel-drive vehicles and cell phones.

Pricing is structured as firm hourly rates by equipment type, with maximum hourly rates ranging from $56 to $752 depending on category and capabilities. Pre-Season Bonus payments (ranging from $500 to $1,000 per equipment type) are available if all eligibility conditions are met, including completed agreements by December 1, 2026, successful rigging, equipment pickup, personnel training, and AVL installation. Minimum Guaranteed Payments range from $500 to $2,000 per piece depending on equipment type. The agreement period runs from award through April 30, 2027.

Contractors must maintain workers' compensation insurance with statutory requirements, commercial general liability coverage of $500,000 per occurrence, and automobile liability coverage of $500,000 combined single limit, with VDOT named as additional insured. Compliance with all federal, state, and local regulations, OSHA standards, and Virginia Work Area Protection Manual requirements is mandatory. VDOT reserves the right to use only its own equipment or contract equipment as deemed necessary; no guaranteed minimum volume of work is promised. Submission to Plow4VA is required by December 1, 2026 to qualify for the Minimum Guaranteed Payment.
