About this file

This is a registration flyer and operational notice from the Virginia Department of Transportation (VDOT) Fredericksburg Interstate Maintenance Office for the 2026-2027 snow removal operations season. The notice solicits snow removal equipment and services from contractors for the Fredericksburg District via the PLOW4VA online registration system. Contractors may register equipment across multiple bid lines, including 4X4 pickup trucks (bid lines 101, 102, 107, 108), single-axle trucks (bid lines 201-212), and multi-axle trucks (bid lines 301-312). Open enrollment begins July 6, 2026, with appointments available for in-person assistance throughout July, August, and September 2026. The critical deadline for equipment agreement submissions to qualify for Minimum Guarantee Payment (MGP) and pre-season bonuses is October 2, 2026. Late submissions are accepted through November 9, 2026, on an as-needed basis but forfeit eligibility for MGP and bonuses. Equipment must be rigged and ready by November 25, 2026, and all VDOT-owned machinery must be returned by April 23, 2027. Contact information includes Joel Whitmore (540-670-3481), Brandon Caldwell (540-553-1016), and Kaylan Boone (757-755-5684).

Contractors must provide current vehicle registrations, valid Certificates of Liability Insurance naming VDOT as additional insured, automobile liability coverage of $500,000 combined single limit, general liability coverage of $500,000, and workers' compensation coverage of $100,000. Pre-season bonuses of $1,000 per truck apply to multi-axle and single-axle trucks, while 4X4 pickup trucks receive $500 per truck, conditional upon timely submission and passing inspection. All equipment meeting bid line requirements must be equipped with functioning Automatic Vehicle Locator (AVL) devices; new vendors have five business days to order units and ten business days to install and activate them. Returning vendors must ensure AVL installation, activation, and signal transmission before inspection. Equipment lacking AVL devices by the installation deadline may be removed from the agreement or result in contract cancellation. Contractors are required to register accounts with EVA Virginia, obtain State Corporation Commission registration, and maintain monitored email addresses matching their EVA payment account information.

Once your company has been informed of your bid acceptance, trucks that qualify for AVL will need to be outfitted with the units.

1. Returning snow vendors must ensure that their AVL unit is installed, activated, and transmitting a signal to Cal Amp Prior to inspection. Equipment will not pass inspection without a fully functioning AVL unit. If your AVL units need to be transferred to a different piece of equipment the vendor must notify the VDOT contract administrator three (3) business days prior to inspection. VDOT inspectors do not have the capability to transfer AVL units. Upon receipt of the AVL, the vendor must install and activate the AVL unit and complete signal transmission testing with Cal Amp with Ten (10) business days of receiving unit. Failure to meet any of these requirements may result in the equipment being removed from the agreement/package, or cancellation of the agreement/package.

2. Once a New Vendor or Returning vendor with a new truck package has been approved, they will have Five (5) business days to order the AVL unit. Once an AVL unit is issued and received by the vendor, the vendor will have Ten

(10) business days to install the unit, activate it, and successfully test signal transmission with Cal Amp. If the vendor fails to meet any of these requirements, the equipment will be removed from the agreement/package, or the agreement/package may be canceled.

3. All AVL units must be installed no later than Ten (10) Business days. Contact the VDOT Contract Office if you have any issues. Qualifying vehicles not outfitted with an AVL unit by the deadline without written exemption will be removed from the agreement/package, or the agreement/package may be canceled.
