About this opportunity

The Virginia Department of Transportation Hampton Roads District is soliciting multiple vendors for snow and ice removal equipment with operators under the M7B program for the Accomac Residency 2026-2027 season, with proposals due February 28, 2027, and completed agreements required by December 1, 2026 to qualify for minimum guaranteed payments.

All contractors must maintain active registration in the Virginia eProcurement Portal (eVA) and install Automatic Vehicle Location (AVL) systems by specified dates. Equipment includes 4-wheel drive pickup trucks, single-axle and multi-axle dump trucks, farm tractors, rubber tire loaders, motor graders, snow blowers, backhoes, and anti-icing chemical spray tanks with various configurations for owner-provided or VDOT-provided plows and spreaders. Contractors may also supply Commercial Driver's License (CDL) and non-CDL operators without vehicles. All equipment must pass VDOT inspection and verification prior to award and maintain valid state inspection and registration.

Pricing is structured as firm hourly rates ranging from $56.00 per hour for non-CDL operators to $752.00 per hour for large anti-icing spray tanks, with rates capped by the Hampton Roads District Rate Sheet. Minimum guaranteed payments range from $500 to $2,500 per piece of equipment depending on type. Standby time is compensated at 50 percent of the push rate. The agreement does not guarantee any minimum volume of work. Initial rigging fees are $2,700 for contractor-performed outfitting or $500 if VDOT performs the work; subsequent alterations cost $250.

The contract period runs from award through April 30, 2027. Contractors must maintain workers' compensation insurance, commercial general liability insurance with $500,000 per-occurrence limits, and automobile liability insurance with $500,000 combined single limits, with VDOT named as additional insured. Pre-season bonuses are available upon successful equipment rigging, AVL installation and testing on designated "Ping Dates" (November 9–13 and December 7–11, 2026), and personnel training completion by December 31, 2026. VDOT provides de-icing chemicals, sand, salt, and mixes.
