About this opportunity

The Texas General Land Office (GLO) is issuing a Request for Qualifications (RFQ) for indefinite delivery/indefinite quantity debris removal monitoring services. The primary objective is to procure qualified contractors to monitor the removal and disposal of disaster-related debris, including damaged structures, marine debris, and derelict vessels from Texas public beaches, coastal public lands within the Gulf of America to one-quarter mile offshore, and coastal waters following declared natural disasters. Successful contractors must demonstrate experience monitoring debris and vessel removal operations, the ability to deploy within 72 hours after a disaster, prior experience working with the Federal Emergency Management Agency (FEMA), and maintain 24/7 availability for emergency response assignments. Evaluation criteria consist of demonstrated company qualifications and past performance (50 percent), qualifications and experience of key staff (25 percent), and experience working with FEMA (25 percent). The solicitation deadline is April 22, 2026, at 2:00 p.m. Central Time, with answers to submitted questions anticipated by April 8, 2026. The GLO intends to award multiple IDIQ contracts with an initial term beginning upon execution and terminating on May 31, 2031, subject to potential extension for up to five years, with performance expected to begin on June 1, 2026.

Minimum qualifications include at least three years of recent business experience or ownership providing debris removal monitoring services, relevant monitoring experience within the past three years, a minimum of two years of FEMA experience, and demonstrated financial solvency and adequate capitalization. A completed Veteran-Owned Historically Underutilized Business (VetHUB) Subcontracting Plan is required with responses, establishing a goal of 1.0 percent of total contract value directed to VetHUBs. Required insurance includes workers' compensation at statutory limits, commercial general liability of $1 million per occurrence with $2 million aggregate, commercial automobile liability of $1 million combined single limit, errors and omissions coverage of $1 million per occurrence, and marine contractor's liability of $500,000 per occurrence. No incumbents or current contractors are listed in the solicitation materials. The GLO makes no guarantee regarding volume or usage under any resulting contract, as work assignments will be issued through individual work orders based on disaster occurrence. The contract is subject to federal funding availability and compliance with FEMA Public Assistance Program and Policy Guide requirements, all applicable federal and state laws, and the Prompt Pay Act.
